Description
Provide A/E Services for Project #692-07-111, entitled "Deconstruct Bldg 217, Phase I" at the Department of Veterans Affairs, VA Southern Oregon Rehabilitation Center & Clinics (SORCC), White City, Oregon. Project involves the design aspect for Phase I of the deconstruction of Bed Building 217. This phase includes: (a) The environmental survey (asbestos and lead based paint) of Building 217 and the connecting corridor; and (b) the complete design for removal of environmental elements along with the removal of all plaster and/or gypsum board throughout the building and the connecting corridor. The existing Building 217 is approximately 25,000 sq. ft. including the connecting corridor. The building is a 2-story, 1940 era unreinforced masonry (tile) building with brick veneer. The connecting corridor is a two-story wood structure with brick veneer. The A/E shall retain a certified industrial hygienist (IH) to survey in and around the proposed construction areas (including the entire building crawl spaces) to identify all asbestos and lead containing materials. The A/E shall design, as part of the project, the safe removal of all asbestos identified in the preliminary survey, adhering to the most stringent, OSHA, VA, EPA, State or local requirements. Design shall include coordination information on VA SORCC deconstruction effort information that will occur prior to and after this construction work is performed. The IH is required to provide construction period services for monitoring. Evaluation factors to be considered will be (1) Specialized experience of the firm with similar contracts; (2) Past record of performance on similar contracts; (3) Geographical location and facilities of the working office; (4) Specific experience and qualifications of personnel proposed for assignment to this project. Estimated construction cost range is between $250,000 to $500,000. NAICS: 541310/Size Standard $4.5 million. This is a small business set aside for firms located within the State of Oregon. A/E Firms experienced in Health Care Facilities interested and desiring consideration shall submit Standard Form 330 by close of business, December 13, 2006 to the Contracting Officer shown above. Award is pending availability of funds. This is not an RFP.
