Description
The U.S. Geological Survey (USGS) intends to procure services to support systems analysis and programming for the development and maintenance of analysis and modeling software in the water resources discipline and technical documentation, training, and mentoring for the use of such software. We are seeking a firm with a solid technical background in the water resources field and the ability to provide a variety of programming services. The successful bidder is expected to have demonstrated experience in the application of hydrologic and hydraulic analysis software, as well as the ability to provide programming support in Fortran, C, C++, Visual Basic, Java, SQL, GKS, and other languages. Currently, the majority of the scientific software is written in Fortran with some C. The presentation, pre-processing, post-processing, and data manipulation software may be in Visual Basic, Java, Fortran, C, C++, or other languages. A similar mix of languages is expected for the life of the contract. Most of the software is run under Windows and (or) Sun Unix, with a limited number of applications that run on a Mac. Data bases may be in Ingress, Oracle, or Access. See http://water.usgs.gov/software/surface_water.html and http://waterdata.usgs.gov/nwis/about In addition to the programming requirements, the successful bidder will have demonstrated proficiency in mentoring and training in the use of the Hydrological Simulation Program - Fortran (HSPF), both as a stand-alone application and within the BASINS environment. The Contractor shall furnish all necessary personnel and services to support the functions of system analysis and programming for the development and maintenance of analysis, modeling, and data management software in the water resources discipline and technical documentation, training and mentoring for the use of such software. The anticipated period of performance is for a 12-month base year with four 12-month option periods. Solicitation No. 07HQSS0005 is only available electronically and will be posted on the Electronic Commerce Web site at the following address: http://ideasec.nbc.gov/. All vendors will be responsible for obtaining the solicitation and any subsequent amendments from the previously stated website. Vendors are encouraged to notify the Contracting Officer of their intent to propose on this acquisition. Telephone requests for the RFP will not be accepted. It is anticipated the RFP will be available on or after November 27, 2006. Responses to the RFP will be due on January 3, 2007.
