Description
The Naval Undersea Warfare Center Division Keyport is soliciting for the purchase of MK 8 MOD 2 Torpedo Wire Dispenser Assemblies in accordance with NAVSEA baseline drawing number 5338287 and associated documents. This procurement will be solicited and awarded as an ?option quantity? fixed price contract with a base year quantity and four (4) option year quantities. Quantities for the base year are 1565 units. Option years are estimated up to 2000 units per year. First article is due 180 days after contract award. Production lot 1 (lot size of 30 units) is due 120 days after first article approval or 120 days after award if first article is waved. Subsequent lots are due 30 days after prior lot submission. Drawings Referenced in this Solicitation are restricted by the Arms Export Control Act and are ONLY available to vendors/contractors appoi nted Data Custodian that is registered with DLIS (Defense Logistics Info Svc Joint Certification Program (JCP). FedTeDS is designed to safeguard sensitive, but unclassified (SBU) acquisition information and is fully integrated with other electronic government initiatives such as NECO and the Central Contractor Registration (CCR) database. To obtain information from FedTeDS, vendor/contractor must be Central Contractor Registered (CCR), have a Marketing Partner Identification Number (MPIN) and the appointed Data Custodian must be FedTeDS registered. Registration instructions can be found on the FedTeDS website, (h ttps://www.fedteds.gov) by clicking on the "Register with FedTeDS" hyp erlink then select the option ?Begin Vendor/Contractor Registration Process?. One of the drawings is also a classified document which requires special handling instructions. Those instructions will be identified in the solicitation. Due to this classified document all contractors must be cleared under the National Industrial Security Program (NISP) to obtain the drawing. Description and information about this program can be found at http://www.dss.mil/isec/index.htm. The applicable NAICS Code for this requirement is 332710 and a size standard of 500 employees. It is anticipated that the solicitation will be issued by 1 Dec 2006. The anticipated closing date of the solicitation will be 5 Jan 2007. The RFP will be posted on the Navy Electronic Commerce Online (NECO) web link www.neco.navy.mil. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from this website and to frequently monitor the site for any amendments to the RFP. N o telephone or fax requests for the RFP package will be accepted. An email request to hendricksonmj@kpt.nuwc.navy.mil will be accepted in the event an offeror experiences problems downloading the RFP from the NECO website. After downloading the solicitation, firms interested in submitting quotes must: (1) complete the pricing, (2) complete all representations and certifications found in the solicitation (3) and ensure current registration in the DoD Central Contractor Registration database (http://www.ccr.gov/). No bidders list will be maintained by this office. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render your offer nonresponsive and result in rejection of the same.
