- Relocation Services: The General Services Administration (GSA) Great Lakes Region announces an opportunity for an Indefinite Delivery Requirements Type contract for Relocation Services in Chicago Illinois. Services to be provided must be in accordance with Public Law 91-646, the Uniform Relocation Assistance and Real Property Acquisition Policies of 1970 and amendments of 1987 and 2005, the Uniform Relocation Assistance and Real Property Acquisition Regulations for Federally Assisted Programs (49 CFR Part 24), and the GSA Relocation Handbook (PBS 1600.6). The services include but are not limited to the following; Preparing a relocation project policy guide; Conducting tenant meetings; Interviewing parties; Prepare and distributing informational materials; Identifying sites for relocations; Performing inspections of replacement properties; Assisting eligible parties in claims preparation and filing; Providing a relocation plans; Making all necessary determinations relative to claims; Preparing reports; Coordination with GSA property management and Keeping all books and accounts available as it relates to relocation services. Period of Performance: The period of performance is for a base of one-year with four (4) one-year option periods. A qualified contractor will be selected using a best-value source selection procedure, in accordance with Part 15 of the FAR. Contract Type: This will be a requirements type contract with no minimum amount of guarantee. A requirements contract is defined in FAR Part 16.503 as a contract that provides for filling all actual purchase requirements of designated Government activities for supplies and services during a specified contract period, with deliveries or performance to be scheduled by placing orders with the contractor. The award will be made to the responsible Offeror, whose offer conforms to the solicitation and offers the best value to the Government, considering the technical factors and the evaluated price. For this procurement, the technical factors will be significantly more important than price. Small Business Participation: This procurement is open to both large and small business concerns. The North American Industry Classification System (NAICS) code is 531390 with the small business size of $2 million. Although this procurement is not set aside for small businesses, small firms including women-owned, minority-owned, HUBZone, veteran-owned, and service disabled veteran-owned business are strongly encouraged to participate in this project. Joint Ventures: Joint ventures or firm/consultant arrangements will be considered and evaluated on a demonstrated interdependency of the members to provide a quality contractor team effort. Proposal Submission Requirement: The solicitation package will only be available electronically. It will be available on or about November 29, 2006. The solicitation will not be available on the FedBizOpps website. Potential Offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. The solicitation cited above can only be obtained by accessing a secure website known as the Federal Technical Data Solution (FedTeDS). FedTeDS is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. Potential Offerors must register on the FedTeDS website to have access to solicitation material. This registration includes providing a Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN). There will be a pre-proposal conference to permit prospective offerors the opportunity to clarify any concerns regarding the RFP.
