Description
NASA/ARC plans to issue a Request for Proposal (RFP) for Software Development and Integration Test Support. NASA Ames Research Center has been given the Agency charter to investigate the capabilities of very low cost spacecraft developed under a rapid schedule. In order to do this, NASA Ames is exploring a class of microsatellite missions to the moon that leverage DoD experience in interceptors, responsive space and microsats. Based on the experience of NASA Ames personnel who led those DoD efforts, NASA Ames is investigating a series of lunar missions that use inexpensive launch vehicles (Falcon 1 and Minotaur V) launched 24 months or less after ATP with mission costs including launch vehicle of ~$100M. In order to meet this challenging schedule, we will build on previous DoD experience with flight heritage avionics and software methodologies. This task requires the contractor to have expertise in the area of flight software development for space applications including mission simulation, flight software autocoding, processor and hardware-in-the-loop testing. The contractor must be able to leverage software development practices and software modules from previous space applications that have flown successfully such that the level of risk in terms of new development is minimized. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code is 541710. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about December 1, 2006 with an anticipated offer due date of on or about January 12, 2007. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
