- Defense Supply Center Richmond (DSCR) intends to award a performance-based contract for Chemical Management Services (CMS) at the retail level. The solicitation will be full and open. The purpose of the Department of Defense (DoD) CMS program is to provide an overarching strategic, performance-based approach where a CMS provider manages the rapid replenishment of hazardous materials and related services in support of the customer?s requirements. The goals of this CMS program go beyond invoicing and delivering product to the customer; they emphasize the optimization of processes, the continual reduction of chemical lifecycle costs, and the reduction of risks and impacts to employees and the environment. The type of contract will be Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) in accordance with FAR Part 12. It is the government?s expectation to make at least two awards at the IDIQ level to small businesses and additional awards may be made to large businesses. Formal source selection procedures will apply. Awardees will then be allowed to compete on individual Task Orders (TO) that are specific to individual DoD site(s) requirements. Site requirements may include a primary base organization, other base organizations, and/or defined regions. It is anticipated that the first TO will be for Tinker AFB (maintenance wing initially with potential expansion to other base organizations) and is expected to be awarded within five months of awarding the IDIQ contract. Only those CMS providers who receive awards under the IDIQ contract will be allowed to compete for TOs. The contract period for the IDIQ contract will include a 3 year base and two option periods; 3 and 4 years consecutively for a total of 10 years. TOs may not exceed 5 years. The CMS provider will be a single point of contact for all chemical requirements at a site/base and is responsible for performing chemical material support functions currently performed by site/base personnel. Items typically covered in a CMS program are cataloged under, but are not limited to, Table I of Fed-Std-313C which includes the following Federal Supply Classes (FSC) containing hazardous materials: 4210, 4220, 6810, 6820, 6830, 6840, 6850, 6930, 7930, 8010, 8030, 8040, 9110, 9130, 9135, 9150, and 9160. Other FSCs not listed in Table 1 which are considered hazardous material may be included. The CMS provider may be responsible for any of the following: 1) demand analysis & forecasting, 2) purchasing of hazardous materials, 3) inventory management, 4) distribution to point of use (POU), 5) environmental health & safety (EH & S), waste collection, consolidation and disposal preparation, 6) continual improvement projects, and 7) information technology capability. CMS transformation involves lean and cellular design whereby traditional large, chemical products and services are centralized and can be tailored to meet site specific requirements. As part of a CMS objective, the service provider will manage chemical inventories so that a minimum quantity is on hand for customer bench stock and retail inventory is kept to a minimum as well. Because of this transformation effort, the service provider will need to be responsive, agile, versatile, and reactive to a changing environment for chemical management support.
