Description
The NATO Supreme Allied Commander Transformation (SACT) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of Computer Assisted Exercises (CAX) contractor support for the Joint Force Training Center (JFTC) in Bydgoszcz, Poland. The JFTC provides training to forces up to the Component Commander level for joint and combined operations over the full spectrum of Alliance operations. To conduct this training, JFTC must set up, operate and maintain a new training facility for Computer Assisted Exercises (CAX) with up to 400 participants. HQ SACT is serving as the Host Nation for this project, which was authorized by the MBC. HQ SACT intends to use the two envelope (sealed bid) bidding procedure. Partial bidding is authorized. The estimated value of this project is not available at this time. The reference for this project is ACT-JFTC-07-02 and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using as its reference IFIB-ACT-JFTC-07-02. The IFIB package will contain material classified up to NATO UNCLASSIFIED. SCOPE OF PROJECT The CIS/AIS capabilities must replicate the C4 systems and networks anticipated for operational use and must be easily (re-)configurable. In addition, the Modeling and Simulation (M&S) system must be interoperable with operational C4 systems and capable of integrating national assets via linkages to nationally owned models to participate in worldwide experimentation and technology development. The Model, Simulation and Database Section within the JFTC Training Support Branch must set up an already chosen M&S system for the CAX training. This includes the development and maintenance of M&S networks, databases and scenarios; their linkage to and interoperation with NATO operational C4 systems and other NATO functional area systems; and the control of the simulation process during M&S supported exercises. JFTC is seeking the following five experts: One M&S Engineer for the set up, operation and maintenance of simulation models for CAX and experiments. This includes frequent software updates/upgrades as well as custom tailoring in order to meet specific exercise requirements, among them the need to interoperate with the different C4 systems of the training audiences. One CAX System Engineer for the configuration, set up, operation and maintenance of the CAX simulation networks and the related computing environments, including the NATO functional area systems as well as different NATO operational C4 systems of the training audiences. One Database Engineer responsible for the set up, operation, maintenance and documentation of CAX databases, the data management process and the interfaces with other AIS, functional area systems and C4 systems. One CAX Operators Trainer for the set up, maintenance and administration of the training for the EXCON CAX operators. One CAX Game Controller for supporting the set up and operation of CAX hard- and software and communication interfaces. ELIGIBILITY Firms that have performed similar contracts within the last five years substantially similar in scope to the requirement described in the solicitation may apply. Contractor personnel performing services under the contract must be citizens of a NATO nation and possess at least a valid NATO SECRET level security clearance, have at least a bachelor-level degree from a recognized degree-granting institution, and have as a minimum five years experience in a military environment. It is the responsibility of the contractor to ensure that the Defense Industrial Security Clearance Office (DISCO) forwards to the Host Nation the NATO clearance certifications for the personnel assigned to the contract. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. Those firms that are nominated to bid will be added to an electronic distribution list of firms eligible to bid on this ICB project. When the Invitation for International Bidding (IFIB) is issued, those firms will be notified electronically and will be instructed to download the tender documents on the following website: http://www.act.nato.int/budfin/rfpmain.htm. As provided for under MBC rules, however, nominations from interested firms will continue to be accepted by the Host Nation after the IFIB is issued and until the bid closing date.
