- This is a combined synopsis/solicitation to provide support for the DOC/NOAA's Office of Atmospheric Research, Air Resources Laboratory of the Atmospheric Integrated Research Monitoring Network (AIRMoN) through analysis of precipitation samples. A precipitation chemistry database consisting of major ION data from all analyzed samples, as well as routine supporting information such as sample dates and precipitation depths will be provided. The scope is monitoring precipitation chemistry on a daily basis according to the methods specified by the AIRMoN Central Analytical Laboratory located in Champaign, IL. The following are the efforts required for this acquisition: Routine (at least weekly) maintenance of Aerochem Metrics precipitation collector and official recording gages; Collection of all precipitation samples on a daily basis, 365 days per year; Analysis of conductivity and pH for all precipitation samples with greater than 50 ml volume; Packaging and shipping of samples to the Central Analytical Laboratory according to AIRMoN protocols at least once per week; Participation in AIRMoN program development efforts through telephone conference calls or formal meetings. Participation in special field studies. These studies are occasionally required to test proposed sampling protocol modifications. In 1991, the Air Resources Laboratory assumed control of the MAP3S network. The station at Lewes, Delaware remains as one of the longest continuously monitoring sensitive ecosystem stations in the nation and has contributed greatly to the knowledge base regarding eutrophication of coastal resources and metals loadings to the mid-Atlantic region. AIRMoN consists of a network designed to determine the effectiveness of the 1990 Clean Air Act Amendments in reducing sulfur deposition and to address regional source-receptor issues. The west deposition segment of the AIRMoN program is structured to answer many of the questions originally contemplated by MAP3S and mandated for NOAA to study as part of the Clean Air Act and subsequent legislation addressing air pollution agricultural emissions. The Lewes station is a critical member of the AIRMoN precipitation network. All approved protocols must be met and include routine maintenance and troubleshooting requirements. The period of performance is expected to be twenty-four (24) months, with an estimated price of $48,000.00. Performance is expected to begin on or about January 1, 2007. The resulting purchase order shall be negotiated on a firm-fixed price basis. The award shall be made on a best value basis. Offers will be evaluated based upon approach, past performance and price. While these factors are relatively equal, they are listed in order of importance. An annual Final Report shall be delivered to NOAA which contains the analysis of the precipitation samples and a chemistry database consisting of major ion data from all analyzed sample dates and precipitation depths. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-13. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-l, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items. The Government may award a purchase order resulting from this solicitation to the responsible offeror conforming to the solicitation which will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52-212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov). These services will be acquired using simplified acquisition procedures, FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. All responsible sources may respond to this combined synopsis/solicitation with a quotation addressed to Robin Prather, NOAA Acquisition Division, 1305 East West Highway, Room 7146, Silver Spring MD 20910, to be received no later than 1:00 p.m., November 29, 2006.
