Description
This is a combined synopsis/solicitation for animal boarding, farrier, & caretaker services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is TUSHORSES2007 this solicitation is issued as a request for quote. The Closing Date and Time for this solicitation is November 30, 2006, at 4:30 PM Mountain Time. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. This requirement is solicited as a Total Small Business Set-aside. The NAICS code is 812910 with a size standard of $6.5 million and 115210 and the small business size standard is 6.5 million. Requirements are in the Statement of Work for various locations and services. Services performed are for: Customs and Border Protection; Tucson Sector. This combined synopsis/solicitation notice for animal boarding/caretaking, farrier service is for approximately 6 to 25 horses at various locations within southern Arizona The number of horses may increase or decrease according to the mission requirements. The anticipated contracts will be for a base period from the date of award to 09/30/2007, plus four option years. All offerors must quote a price for the base period and the four option years. All participants must provide cost per horse per day. Multiple awards will be made resulting from this solicitation to the responsible offerors whose offer conforming to the solicitation. The following factors shall be used to evaluate offers: 1) Price, 2) Technically Acceptable, 3) Past Performance. Each quote will be evaluated independently. Provision 52.212-3 Offeror Representations and Certifications-Commercial Items should be submitted with the Contractor's quotes. Clause 52.212-4 Contract Terms and conditions-Commercial Items and clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this solicitation. These provisions and clauses are incorporated by reference. See attached Statement of Work, for locations and number of horses. The government anticipates a Firm fixed price, IDIQ (Indefinite Delivery/Indefinite Quantity contract, for a base year plus 4 additional one-year options. The number of horses may be subject to increase or decrease due to retirement or changes in the needs of the service. BOARDING: 1) STALLS: a) Size and Construction i) Stalls should be at a minimum of twelve feet by sixteen feet (12?x16?). ii) Stalls will be constructed out of two-inch pipes. iii) If the stalls are located outside, half of the stall must be covered with a rainproof roof and the sides must be open. iv) If the stalls are inside, there must be an open and adjoining outside pen. b) Placement i) Stalls for government horses shall be separate and apart from other horses boarded by Contractor. ii) One sick pen should be designated, be separate and apart from others. iii) Stalls shall be located on ground that is free of debris, insects, exposed bolts or nails, and/or other objects that could possibly cause injury or galling to the horse. iv) Stalls located on artificial surfaces shall contain the appropriate amount of shavings so that the horse is not subject to injury or galling. c) Fixtures i) Stalls for government horses shall be equipped with a clean water source. ii) Stalls for government horses will be equipped with a hanging fee bin. iii) An artificial light source shall be available that will adequately illuminate the stall area to allow for a safe work environment during the hours of darkness. iv) Each stall shall have a gate that swings both in and out. 2) FACILITY: a) Contractor will provide a secure insured facility. b) Contractor will provide the use of a round pen. c) Contractor will provide an area where horses can be cleaned and worked on. i) A hitching post must be available. ii) A clean water source must be available iii) An artificial light source must be available during hours of darkness. d) Contractor to provide a secured area for tack located near the stalls and access to the secured area will be restricted to Horse Patrol Unit personnel only. e) Contractor will provide adequate space for the parking of trucks and horse trailers. f) Contractor will provide a clean and covered area for the storage of feed, which will ensure that the feed does not become contaminated or wet. g) Contractor will provide a turn out area free of debris, insects, or other objects that would cause injury or galling to the horses. 3) ACCESS AND AVAILABILITY: a) Contractor shall maintain a secure facility with limited access to non-government employees. b) Contractor will ensure that the Border Patrol has unrestricted access to the facility. c) Contractor shall provide a contact number for emergencies. CARETAKING: 1) CARE OF HORSES a) Contractor shall feed horses twice daily. One feeding in the early morning hours and another feeding in the late afternoon hours. The COTR or Supervisory Border Patrol Agent will set these times. b) Contractor will treat and/or clean minor abrasions and/or galls as needed. c) Contractor will administer minor medications, as well as maintenance i.e. fly spray as directed by the Supervisory Border Patrol Agent. d) Contractor will see to the general care and condition of horses. This shall include but is not limited to the following duties: i) Pick hooves daily ii) Brush horses daily iii) Clean horses sheaths once per month iv) Wash horses as instructed and as weather permits v) Place horses in exercise area. 2) MAINTENANCE a) Contractor shall clean and maintain the corral area and stalls daily. i) All manure shall be removed from the stall daily. ii) Feed bins shall be cleaned of all debris daily. iii) Water troughs shall be checked and cleaned daily to ensure they remain full and operational. iv) Trash shall be removed from the corral area and stalls daily. b) Contractor will clean horse trailers i) Manure will be removed daily and dispose ii) Rubber mats in the trailers will be removed and cleaned once a month. iii) Boards will be cleaned and examined for wear once a month. c) Contractor shall maintain general common area of facility as well as feed area to a standard acceptable to the Supervisory Border Patrol Agent and to provide a safe and clean environment for the horses. d) Contractor will be responsible for any changes and/or upgrades to facilities i.e. adding sand to pen, moving pen etc. 3) REPORTS a) Contractor will maintain a log for each horse. i) Contractor will log any medication given to the horse ii) Contractor will log any behavioral problems of the horse iii) Contractor will log all prescribed services and activities iv) Contractor will immediately report any abnormalities to the Supervisory Border Patrol Agent. b) Contractor will maintain a daily maintenance log for the facility to include work performed and any problems encountered. CONTRACTOR PERSONNEL: During any operations on Government premises, the Contractor?s personnel shall comply with the rules and regulations governing the conduct of personnel and the operation of the facility. The contractor shall not enter any area to which access is restricted, unless specifically authorized in writing by the COTR. Contractor will provide a contact number for emergencies. LICENSING REQUIREMENTS: The contractor shall meet all applicable state and local regulations. STATEMENT OF WORK: Farrier Services The Contractor shall provide all labor, supervision, equipment supplies, training of his/her personnel, and transportation to provide farrier services for horses owned by the United States Border Patrol at each location. The number of horses may be subject to increase or decrease due to retirement or changes in the needs of the service. SHOEING SPECIFICATIONS: - The contractor shall be required to shoe, including corrective shoeing, all designated horses in consecutive days on a six-week basis. This rotation for shoeing may be altered at the discretion of the Contracting Officer Technical Representative (COTR) based on the needs and the health of the horses. The contractor must be available within the agreed upon appointment time set up by the COTR or the Supervisory Border Patrol Agent. - If the horse throws a shoe for any reason within a specified amount of time agreed upon by the government and the contractor, the contractor will be required to respond within twenty-four (24) hours of notification by the COTR or Supervisory Border Patrol Agent on duty or on call. The contractor will re-perform any unsatisfactory services, as notified by the Supervisory Border Patrol Agent, within a three-day period after receipt of services at no additional cost to the Government. The contractor will provide the COTR or Supervisory Border Patrol Agent with a pager number, cell phone, or the number to an answering machine, which is checked on a daily basis, if it becomes necessary to replace a shoe in-between scheduled shoeing. - Scheduled shoeing of horses requires removal of all four horseshoes. Before beginning the shoeing process, the horses will be evaluated to examine the worn shoes and the movement of the horse. The following is a description of the services required by the contractor, which includes removing the old shoes, trimming the hooves, and re-shoeing the horse. ? The shoes must be removed by cutting or straightening the clinches. ? The nails in hoof wall are to be removed. ? The contractor will check for excessive wear in existing shoes. ? The contractor will trim each hoof so the foot is balanced, heels are the same height, and the angle of the foot is identical to the pastern. ? The contractor will check the horse?s legs for imperfections and conformation defects. ? The contractor will clean the hoof and trim the frog. ? The contractor will perform any preventive hoof maintenance as needed. ? The contractor will perform any corrective shoeing that may be required. ? The contractor will re-shoe the horse with new shoes. CONTRACTOR FURNISHED EQUIPMENT: The Farrier shall furnish all equipment necessary, including horseshoes, horseshoe nails, and any miscellaneous tools required. The Farrier must be able to provide all sizes of horseshoes. GOVERNMENT FURNSIHED EQUIPMENT: The Government shall provide the Farrier?s work area (Shoeing location), which includes a hitching post and water for the Farrier to use while performing the services. Contractor is responsible for transportation to the shoeing location. Contractor is responsible for transportation to any alternate shoeing location within fifty (50) miles of the original shoeing location. CONTRACTOR PERSONNEL: During all operations on Government premises, the Contractor?s personnel shall comply with the rules and regulations governing the conduct of personnel and the operation of the facility. The contractor shall not enter any area to which access is restricted, unless specifically authorized in writing by the COTR. LICENSING REQUIREMENTS: The Farrier shall possess five (5) years experience as a professional farrier. The Farrier shall posses a certification and provide a copy to the Contracting Officer. The contractor shall meet all applicable state and local regulations. NOTE: Contractor is responsible for any costs or damages suffered to the Government, such as veterinary costs, that is a result of negligence. Such damages will be reported within a two-day period after service. Negligence will be determined by the COTR. Shoeing locations may be changed throughout the contract period, but will be limited to 50 miles from the original shoeing location.
