- Description
- The purpose of this Sources Sought is to advise industry of a requirement at Air Force Space Command, Peterson Air Force Base (AFB), CO. The 21st Contracting Squadron at Peterson AFB, CO seeks potential small business sources to perform a variety of non-personal services in support of Postal, Communications Center Services (PCCS) (see below) at Peterson AFB, CO. The purpose of this sources sought is to determine what 8(a), HUBZone, and Service Disabled Veteran Owned Businesses (SDVOB) are capable of performing this work. All the services will be provided on Peterson Air Force Base (AFB), Cheyenne Mountain Air Force Station (AFS), Fort Carson, Schriever AFB, and various operating locations in the greater Colorado Springs, Colorado (CO) area, including the Rustic Hills substation. The estimated solicitation issue date is 17 January 2007, with a contract start date of 1 October 2007, preceded by a minimum of a 30-day phase-in period. The Performance Period is expected to be a base year with four one-year option periods. The proposed North American Industrial Classification System (NAICS) code for this acquisition is 492210. A summary of the different types of contract requirements and associated NAICS are listed below. The government anticipates the award of a firm-fixed price contract upon evaluation of technical capabilities, price, and past performance. Respondents must provide the following information: 1) Business size/status (including any teaming partners), i.e. woman-owned minority owned, Native American (tribally owned or Alaskan native), Services Disabled-Veteran owned, HUBZone, 8(a); 2) Capabilities information to include: past performance information related to performing this work or similar work. 3) Point of contact with the appropriate voice and FAX numbers as well as the mailing and e-mail addresses. *********The basic performance requirements are as follows: Contractor shall provide all personnel, supervision, equipment, materials, supplies, chemicals, transportation, vehicles, fuel and any other items necessary to perform Official Mail Center (OMC), Base Information Transfer System (BITS), Postal Service Center (PSC), Activity Distribution Office (ADO), Small Carrier Delivery, Base Communications Center (BCC) and Personal Wireless Communications System (PWCS) services. (NAICS 492210) For Official Mail Center and Postal operations, the Contractor shall provide customer service from 0700 to 1600, Monday through Friday, and process United States Postal Service (USPS) mail and administrative communications for on- and off- base transmission via the BITS. The Contractor shall stamp all incoming/outgoing mail, prepare the forms for the signature, operate the Document Security Office, document and deliver Registered, Certified, USPS Express Mail, and up to Secret administrative correspondence. The Contractor will process and deliver Small Carrier packages on a same-day basis. The Contractor shall x-ray and/or ion-scan all incoming mail, packages, parcels and flats upon receipt to ensure Government and Contractor personnel are protected from explosive materials. (NAICS 811211) For Personal Wireless Communications System, the Contractor shall perform corrective maintenance, troubleshoot, install, remove, and assist in performing operational checks of all assigned vehicle communication (Automatic Vehicle Location (AVL), secure and un-secure mobile cellular phones and mobile radios to include Federal Aviation Administration ground mobile radios)) units and peripheral equipment to include all wiring, antennas, power units, and headset systems. The Contractor shall troubleshoot, repair, remove and install Land Mobile Radio (LMR) conventional infrastructure, user assets, and ancillary equipment to include troubleshooting, repair, preventive maintenance, installation, removal and programming of commercial two-way radio communication equipment. (NAICS 517110) The Base Communications Center operations constitute contractor support of message processing systems. This includes the Multifunctional Secure Gateway (MSG), Defense Message System (DMS) accounts, and the Base Distribution Point (BDP) accounts.
