- The Department of the Interior, National Business Center (NBC) has a requirement for ENCRYPTED UNIVERSAL SERIAL BUS (USB) FLASH STORAGE DEVICES as described below. Any Vendor who feels that they can furnish the required item(s) as described is invited to submit product information and pricing data by the closing date of this Announcement. Information supplied will be evaluated and used to determine if competitive opportunities exist. NO solicitation documents exist for this Announcement. All interested parties must submit product information and pricing data to the Contracting Officer, Heidi R. Muller, no later than 4:00pm Eastern on Tuesday, November 28, 2006. All information must be supplied in hard copy to the following address: DOI-National Business Center, Attn: Heidi R. Muller, Contracting Officer, Acquisition Services Division, 1849 C Street NW, MS-1328 (MIB), Washington, DC 20240-0001. Please review the following salient characteristics carefully. If your product does not fully meet stated minimum requirements your submission will be considered non-responsive and will receive no further consideration. Telephone requests regarding this Announcement will not be honored. ENCRYPTED UNIVERSAL SERIAL BUS (USB) FLASH STORAGE DEVICES REQUIREMENTS LISTING The Department of the Interior is seeking information on Universal Serial Bus (USB) flash storage devices, which employ hardware-based Federal Information Processing Standards (FIPS) 140-2 validated encryption that uses the FIPS 197 Advanced Encryption Standard (AES) algorithm. Responses should also provide specifications or evidence addressing the following: o The device must be compliant with the USB 2.0 standard and backward compatible with the USB 1.1 standard. o The storage device must be compact and readily portable. o The storage device must encrypt "on-the-fly" as data is written to the device from the host device. No specific user intervention must be necessary to support encryption to the device after initial logon to the device. o The device must employ an on-device hardware chip which does not require client side driver or software installation. This is to maximize the portability and functionality of the device for use in other systems while eliminating the need for elevated user privileges for initial use. o The device must prevent storage of unencrypted data on the device. o The device must have completed FIPS 140-2 and FIPS 197 validation. o The FIPS 140-2 and FIPS 197 validation certificates must be included with the vendor's submission. o The response must state which key sizes (128-bit, 192-bit, and/or 256 bit) the product's cryptographic AES algorithm was validated for. o The device must support a master key decryption capability that allows for the recovery of data on the device in the event the user loses their password/key, or to allow for authorized recovery activities. o The submission must include a listing of all supported operating systems. This must also indicate any differences or loss of device functionality between the various operating systems supported. o The submission must indicate all storage capacities that are available.
