Description
The Naval Air Systems Command, Air Combat Electronics Program Office (PMA209), intends to award a Sole Source Contract to Aviation Systems Engineering Company, Incorporated (ASEC), Lexington Park, MD 20653 for flight test aircraft to support the Low Probability of Intercept Altimeter (LPIA) program. The contractor shall be required to perform close air-to-air formation flight below 10,000 feet. This is a critical element of the required flight test. The testing required by this effort shall be completed no later than January 2007. The contractor shall provide inputs, review and concurrence with the PMA209 flight test plan which must be consistent with the safe operation of the aircraft. The test plan shall identify resources, steps and procedures necessary for gathering the data required. The test plan shall specifically identify flight test scenarios, characteristics of target wingman aircraft, equipment installation criteria, data collection requirements and data post processing requirements. The contractor shall fabricate and implement the installation of the LPIA and instrumentation equipment in the aircraft; provide any specific requirements for the equipment power or interfacing cables; coordinate with government and BAE engineers to assure the proper functioning of the LPIA and instrumentation equipment and install the LPIA equipment to be as representative as possible of the EA-6B installation. This shall include antenna spacing, antenna orientation and antenna isolation. The contractor shall obtain all required flight clearances for the resulting aircraft with modifications as required to perform the required testing and satisfy the flight test plan. The contractor shall provide an aircraft and suitably qualified pilot to safely and accurately perform the flight tests defined in the flight test plan. The estimated duration of the flight tests is two flights of approximately 2 hours each. The contractor shall allow for up to 3 government or contractor observers on the flights to include a government flight test engineer, government co-pilot/observer and contractor flight test engineer. The contractor shall provide a written report identifying test points flown during the course of the test and noting any significant anomalies or events outside of the test plan observed by the pilot. The contractor agrees to have government and LPIA project personnel take photographs and /or video recordings inside or outside of the aircraft. The award is intended to be made non-competitively to Aviation Systems Engineering Company, Incorporated (ASEC), Lexington Park, MD 20653 on the basis of only one responsible source.
