Description
Marine Corps Systems Command is requesting information from industry regarding a replacement for the ?Angle Head? 2 D-Cell Green Flashlight, for general use. This replacement will maintain the same general performance, while exploiting current technology and manufacturing improvements. Desired characteristics: The item should be small, lightweight, energy efficient, operating reliably on AA-Batteries in all modes, and capable of being powered by Carbon-Zinc, Alkaline, Lithium, NiCad, Nickel Hydride, Lithium-Ion batteries, with a charge condition ranging 100% (Full/New) to 7% (Weak/Almost Dead). The item should produce a maximum light output between 5.6 and 24 Lumens of white light, and project a white beam of concentrated light not less than five (5) inches or no more than twenty-four (24) inches in diameter on a screen located five (5) feet from the end of the light. The item should have infrared light capability by filter or dedicated light source at a wavelength of 880 nanometers. The item should be insensitive to damage from shock, rugged in design and manufacture, and withstand repeated (six each) five (5) foot drops on concrete floor without degrading performance. The light source and supporting circuitry should have a Mean Time Between Failure of at least 1000 hours and a switch life in excess of 25,000 operation cycles. The controls should be capable of identification and operation by feel while wearing flame-retardant gloves (e.g., Max Grip NT Gloves, SW Motorsports). The item should be supplied with a Belt/Clothing clip capable of suspending a 10 Lbs load, provisions to accept the threading of a ? or larger cord to retain light, also capable of supporting 10 LBS of load. The screw on fittings should be capable of withstanding 30 inch pounds torque without failure or stripping. The operation and battery replacement must be intuitive to the average Marine. Environmental Criteria: Must operate in a temperature range of ?40F to 150F (Lithium Batteries) and be waterproof to 3 feet of water for 1 hour. Desired Features: The item should be equipped with a red light capability by filter or dedicated light source and provide an output that is not under 80 percent transmission at a wavelength of 650 nanometers. The item should be capable of specific White, IR, or Red-Light Illumination without installing filter caps or lenses, at several levels of illumination, starting with dimmest and progressing to brightest setting. There should be a minimum operation time per battery load of 8 hours while using alkaline batteries.
