- Description
- The GSA is seeking a contractor to perform as CMc (Construction Manager as Constructor) for the Edith Green Wendell Wyatt Federal Building Modernization Project at 1220 SW Third Avenue, Portland, OR. This project is a building upgrade and will include ADA restrooms, seismic, electrical, HVAC distribution, complete building re-cladding, secure entry, blast and seismic resistance, lower level exit, 1st Impressions, tenant space, finishes, HVAC replacement, and security system equipment. The goal is to achieve Silver LEED Certification. Work involves renovation of about 500,000 gsf of space. The building will remain occupied throughout the project, with work meticulously phased around 25 tenant agencies that will need to be moved to swing space and back to their final space in the building. Sera Architects, Inc. and Cutler Anderson are the Design Architect team for the project. Concept Design began October 13, 2004, and we are currently at 100 percent Design Development (50 percent overall Design) as of September 13, 2006. Construction funding is within the range of $80 - $85 million. GSA intends to award a Guaranteed Maximum Price (GMP) contract for construction services consisting of Design Phase Services and an Option for construction. We anticipate a Design Phase start of February 2007, a Construction Phase start of March 2008, and a targeted project completion of August 2012. GSA intends to issue a Request for Proposals (RFP) package shortly, and will pursue an award based on best value, utilizing FAR Part 15 Source Selection procedures. Evaluation factors and sub-factors being considered are Past Performance, Key Personnel, Staffing Plan, Oral Presentation and Price. Evaluation factors, when combined, will be more important than price in determining best value. AS OF THIS POSTING, GSA WISHES TO BEGIN EARLY EXHANGES WITH THE CONSTRUCTION INDUSTRY.
