- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is total small business set aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005. Delivery and acceptance will be at Bethesda, Maryland. The Office National Institute of Neurological Disorders and Stroke (NINDS) is planning an acquisition for a Professional Scientific Analyst. The period of performance is one year Base Period plus one option year period. This position primarily provides support to the Program Director for the Project title: ?Assay Development for High Throughput Screening Program?. The mission of the Assay Development for High-Throughput Screening Program is a key component of this Initiative. This Program funds the development and adaptation of biological assays for use in automated high-throughput screening (HTS) projects. Assay Development projects funded in this Program span the interests of all NIH Institutes and Centers, and are administered by NINDS. Upon completion, these HTS projects can be recommended for implementation within the Molecular Libraries Screening Centers Network (MLSCN). The MLSCN employs a diverse collection of high-throughput screening technologies to test a library of chemical compounds, part of the Molecular Libraries Small Molecule Repository, for their ability to modify biological responses measured by each assay. This requires the understanding to facilitate the creation of public database (PubChem) matching biological activity information to small molecule chemical structures. This information is intended to further seed the development of small molecule pharmacological tools for biological research. The objective is to provide support to the Program Director for the Assay Development for High Throughput Screening Program. This Roadmap Program is rapidly developing a large and diverse portfolio of assay projects aimed at pharmacological probe development, and it will be a key role of this position to collect, analyze and evaluate data allowing the cross-Institutes impact of these funded projects to be visualized. Listed below are the following tasks that may be assigned by the Project Director: a)The Contractor shall involve collecting, analyzing and preparing the presentation of data from the Assay Development for High throughout Screening Program. b)The Contractor shall assist in the preparation and collection of Program evaluation criteria, tracking and analysis of grant applications and funded grants, and their preparation of scientific review. c)The Contractor may also be asked to participate in the organization and presentation of funding plan information, implementation of administrative supplements to grants, and assist in contacts with investigation including responding to inquires and requested for information. d)The Contractor shall be able to enter and retrieve sort-data using Microsoft Word/Excel/PowerPoint. The offerors are required to submit a resume by mail: NIH,NIDA/SSSA/Office of Acquisitions-Neuroscience 31 Center Drive, Room 1B59, MSC 2080 Bethesda, Maryland 20892. Offerors must be US citizens or authority to work in the US for the next two years. Offerors must provide hourly rates, including any indirect costs. Offerors must be able to attend a pre-award meeting on date to be established. Offerors must have advance Degree in Biological Sciences and experience/familiarity with the techniques of modern molecular, biochemical, and/or cell biology research. Evaluation Factors: Mandatory Criterion: Advanced Degree in Biological Sciences 1.Proposal demonstrates education, experience, quality and a through understanding of this requirement. 2.Knowledge of cellular pharmacology and drug screening or, experience in grants administration. 3.Proposal demonstrates adequate publication and presentation of scientific information 4.Proposal demonstrates deliverables submitted in a timely manner. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The provision at 52.212-1, Instructions to Offer or?s Commercial, applies to the acquisition. The provision at 52,212-2, Evaluation Commercial Items, is applicable. Offers will also be evaluated on best value on technical and lowest price acceptable to the Government. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with it offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition and Clause 23.500 Drug Free Workplace. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders.
