This solicitation will be issued in electronic format only. Paper copies of this solicitation w ill not be available. Registration for plan s and specifications should be made via FedTeDS.gov Internet Homepage. Description of work: Construct a standard designed Combined Arms Collective Training Facility (CACTF). Primary facilities of the CACTF which typifies an urban environment of approximately 1.5 kilometer square setting of 20-26 buildings, roads, alleys, pa rking areas, underground sewers and athletic fields, a range operations center, operations/storage building, latrine, covered mess, After Action Review facility, and site improvements. Supporting facilities include connections to all required utilities an d information systems. Optional facilities include an Airfield Runway, Air Control Tower, Terminal Building, Residences, Office Buildings, Open Air Market and Warehouse. Antiterrorism measures are included. The CACTF is designed to support Infantry Figh ting Vehicles, Tanks, Artillery, and Aviation positioning and maneuver. The project will be solicited and procured using a Performance Price Trade-Off (PPT) Request for Proposal (RFP) in accordance with Federal Acquisition Regulation (FAR) 15. Offerors are required to submit a price and technical proposal. Each proposal shall contain the Offerors best technical proposal and best price. The pool size (number of contracts that may be awarded) is anticipated to range from 3-4 contractors). The pool of contractors which successfully receive an award will share a program capaci ty of approximately $200M. The subject solicitation is being issued for the purpose of awarding an IDC type MATOC (Multiple Award Task Order Contract). Task orders issued under this MATOC will be firm-fixed price. Award will be made to an Offeror whose te chnical submittal and price proposal contain the combination of the criteria requested that offers the best value to the Government. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right t o reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. The anticipated cost range is $100,000,000 to $250,000,000. Options will be included. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. This so licitation will be issued in electronic format only and will be available on or about November 30, 2006. Notification of amendments will be through use of FedTeDs. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
