- Description
- Through this Request for Information (RFI), the GPO seeks a vendor to develop, organize, manage, and operate the first GPO EXPO. The GPO is planning to sponsor this expo titled ?GPO Expo 2007.? This Trade Show Expo and Conference is designed to be an outreach event for GPO and all vendors in the graphics, printing, publishing, and digital arena to include manufacturers of all related equipment. This will give them the opportunity to showcase their products and services to the Federal Government?s content originators, distributors, and printing and publishing decision makers. In addition, the conference with seminars is designed to improve attendee?s skills to meet the printing and publishing challenges of the 21st century. The initial Expo will be held for 3 days in 2007 at a location in Las Vegas, Nevada large enough to accommodate 5,000 anticipated personnel for general sessions and up to 500 trade show exhibits. The Contractor will be totally responsible for developing, organizing, managing, and operating the GPO Expo 2007, exclusively assuming all expenses, risks, and liabilities of organizing the event. This shall include the following: Contractor - Hotel/Conference Center 1. Locate, negotiate, and contract with suitable exhibition venue. Accept the costs, risks, and liabilities of venue contracting. 2. Perform all activities associated with floor plan development. 3. Create exhibit space and manage floor plan using electronic floor plan system. 4. Manage hotel contracts. 5. Manage room set-ups. 6. Manage all food & beverage requirements. 7. Manage speaker ready rooms. 8. Manage translation and make accommodations for disabled individuals. 9. Be responsible for floor plan management including space requirements, electrical, and IT drops. 10. Coordinate all on-site move-in and move out. 11. Manage day-to-day operations of event on-site. 12. Set up all special events on-site. 13. Conduct site inspections. 14. Reserve hotel rooms for Federal employees at government per diem rate (number of rooms to be determined). 15. Provide continental breakfast for exhibitors before exhibit time. 16. Provide cash bar and appetizers for exhibitors for two hours after completion of setup time. 17. Provide continental breakfast to include beverages and lunch to include sandwiches and beverages in speaker rooms. 18. Provide GPO with 1,200 square feet of anchor exhibit space (to be determined by GPO) at cost. Contractor - General Legal 1. Locate, negotiate, and contract with suitable exhibition venue. Accept the costs, risks, and liabilities of venue contracting. 2. Accept the risks and liabilities of block commitments. 3. Develop all trade agreements. 4. Negotiate all vendor contracts including audio visual, security, IT connections, floral and photography. 5. Request and receive all license and insurance approvals. 6. Assume all direct costs and expenses, will generate all revenue and collections, and shall assume all risks and liabilities. 7. Take out a $200,000 performance bond to ensure they fulfill all contract requirements. Contractor and GPO ? Sponsorship 1. GPO will be the sponsor for this event. 2. Other companies wishing to be sponsors must get GPO approval. 3. Contractor will create sponsorship contract. 4. Contractor will sell all sponsorship and merchandising opportunities. 5. Contractor will develop sponsorship prospectus. 6. Contractor will develop and execute cooperative partnership agreements with affiliated organizations. 7. In exchange for GPO sponsorship of this event, GPO will receive a percentage of the gross income Contractor - Exhibitors 1. Develop exhibitor prospectus. 2. Make outgoing calls to sell all exhibit space. 3. Serve as primary customer service liaison for exhibitor needs. 4. Create exhibitor registration form. Contractor - Financial 1. Invoice exhibitors and sponsors. 2. Audit all hotel master bills at the end of event. 3. Make all collections calls and engage in all collection activity. 4. Oversee collection of payments from exhibiters and attendees. Contractor - Advertising/Marketing 1. Manage all grass roots marketing efforts. 2. Coordinate use of electronic media for marketing purposes. 3. Develop banner ads. 4. Develop show directory. 5. Develop all advertisements. 6. Negotiate advertisements rates in magazines, newspapers, radio, television and electronic ads. 7. Create show look and feel, show floor displays, aisle configurations, decorating schedules ? move in and move out, and preparation of exhibitor service manuals. 8. Develop signage copy and placement instructions. Contractor ? Attendees 1. Manage attendee mail lists. 2. Develop registration form. 3. All Federal/State/Local employees will get free admission to the exhibit area and training. 4. Provide customer service registration and booth. Contractor - Speakers 1. Manage a speaker database. 2. Develop call for papers. 3. Manage all correspondence with speakers. 4. Create and process speaker evaluations. 5. Manage conference rooms and speakers on-site 6. Gather all speaker session descriptions, bios and release forms. The U.S. Government Printing Office (GPO) will provide: 1. Develop database of all GPO vendors and customer mailing lists for marketing purposes. 2. GPO email notifications of the event to all GPO vendors, personnel, and on multiple occasions to all GPO customers alerting them to the educational and professional development opportunities of GPO Expo 2007. The GPO and Contractor will jointly: 1. Develop attendee marketing plan with strategy and tactics. 2. Develop marketing timelines. 3. Develop marketing copy. 4. Design and execute registration process. 5. Create on-line registration instrument. 6. Develop and manage a conference advisory board. 7. Manage the process of selecting speakers. 8. Develop keynote and educational tracks. 9. Develop web show site.
