- THIS PROCUREMENT IS SET ASIDE FOR SERVICE DISABLED VETERAN OWNED, SMALL BUSINESS ONLY. This will be a Best Value Single Award Procurement. The evaluation criteria may consist of lowest price, technically acceptable where past performance and experie nce are important, but past performance is significantly more important then experience; however, price is significantly higher then the Non-Cost Factors. The U.S. Army Corps of Engineers has a requirement to provide all labor, material, and equipment nece ssary to supply and repair the discharge line from Drainage Pump Station 17(D) at the intersection of Claiborne Street and St. Ferdinand Street, and at the Mississippi River Outfall located near the collapsed Press Wharf. The work includes: Removal and di sposal of portions of collapsed Press Street Wharf; Removal and disposal of existing damaged discharge lines; Installation and removal of a temporary dewatering system; Driving of concrete piles, and construction of pile caps; Installation and testing of n ew discharge line segments and appurtenances. The North American Industrial Classification System (NAICS) code for this procurement is 238910. The small business size standard is $13.0 million. The government envisions the use of a firm fixed price contra ct. The estimated value of the proposed work is between $1 Million and $5 Million. The Hurricane Protection Office (HPO) will furnish a hard-copy set of specifications on or about 01 December 2006. Period of performance is one-hundred and twenty (120) cal endar days. This requirement is subject to the Davis Bacon Act. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be actively registered in the Central Contractor Registration (CCR) at http://www.ccr.gov The solici tation and any documents related to this procurement will be available on the Internet only at: http://www.fedbizopps.gov and https://acquisition.army.mil/asfi under Solicitation Number W912P8-07-R-0027. Tentative Solicitation date will be on or about 4 December 2006. No hard copies will be available. No solicitation mailing list will be compiled or published.
