PHASE II FACTOR 2-1: BUILDING FUNCTION AND AESTHETICS FACTOR 2-2: BUILDING SYSTEMS FACTOR 2-3: SITE DESIGN FACTOR 2-4: SUSTAINABLE DESIGN CONSIDERATIONS FACTOR 2-5: CONSTRUCTION DURATION 18. RELATIVE IMPORTANCE OF FACTORS 18. RELATIVE IMPORTANCE OF FACTORS 18.1 PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. 18.2 TECHNICAL FACTORS. FACTOR 1-1: CORPORATE RELEVANT SPECIALIZED EXPERIENCE: This factor is more important than Factor 1-2 and significantly more important than Factor 1-3. FACTOR 1-2: OFFEROR PAST PERFORMANCE: This factor is more important than Factor 1-3. FACTOR 1-3: TECHNICAL APPROACH NARRATIVE: This factor is least important for Phase 1 selection FACTORS 1-1, 1-2, and 1-3 together are equal in importance to Factor 2-1.
