- Ref: PR 10193663. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice and using Simplified Acquisition procedures in FAR Part 13.5. This announcement constitutes the only solicitation. Proposals are being requested, however a separate written solicitation will not be issued. The Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, California, intends to procure on a competitive basis, the following: 10 each, 2-way Power Dividers, and 5 each, 4-way Power Dividers. Critical features are as follows: The Electronic Combat Simulation and Evaluation Laboratory (ECSEL) is a modern threat radar laboratory that supports various Naval Electronic Warfare countermeasures. Due to various evaluation requirements, there is a need for Multiple Power dividers. Power divider shall be in a SMA f ormat ultra broadband. Have high isolation between output ports. Frequency range must be from 0.5-18 GHz, VSWR input (max) 1.50:1, VSWR output (max) 1.40:1, Insertion loss in DB at freq .5-8 GHz must be at 0.9, Insertion loss in DB at freq 8-18 GHz must be at 1.7, Isolation in DB (min) 19, Amp balance in DB at freq .5-8 GHz must be at 0.3, Amp balance in DB at freq 8-18 GHz must be at 0.6, Phase balance in deg (max) at freq .5-8 GHz must be at 4.0, Phase balance in deg (max) at freq 8-18 GHz must be at 10.0, Avg power in watts (max) at freq 1.2 GHz must be at 30, Avg power in watts (max) at freq 2.0 GHz must be at 10, Avg power in watts (max) at freq 3-18 GHz must be at 1, Power dividing shall be from one to two output ports, Connectors must be in (SMA) female format, Temperature (Operational) range shall be between 20c to 55c. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to this solicitation, wi ll be most advantageous to the Government, price and other factors con sidered. The following factors shall be used to evaluate offers: 1. Price; 2. Technical Capability. Offeror is responsible for completing and forwarding to the Contracts Department the following FAR fill-in clause: 52.212-3 Alt I Representations and Certifications - Commercial Items, and 252.225-7000 Buy American Act - Balance of Payments Program Certificate (June 2005). The following FAR clauses apply, but may not be limited to: 52.212-4, 52.212-5, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-50, 52.233-3, 52.233-4, 52.242-15, 52.247-34, 52.252-1, 52.252-2, 52.252-5, 52.252-6, 252.212-7001 252.225-7001, 252.225-7002, 252.225-7036 Alt I, 252.232-7003, 252.232-7010, and 252.243-7001. Any questions resulting from this synopsis/solicitation must be emailed and received no later than 4 days prior to closing date; closing date is 11/30/06.
