Description
This special notice is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: This action is being synopsized under the FSC code of AD25. The solicitation number associated with this synopsis is N00178-07-R-4000. It is anticipated that efforts performed under Seaport e could also be classified under the following FSC Codes: B ? Special studies and analysis (not R&D); C ? Architect and engineering services; D- Information technology services, including telecommunications services; F ? Natural resources and conservation services; H ? Quality control, testing and inspection services; J ? Maintenance, repair and rebuilding of equipment; K ? Modification of equipment; L ? Technical representative services; M ? Operation of Government-owned facilities; N ? Installation of equipment; P ? Salvage services; R ? Professional, Administrative, and Management Support Services; S ? Utilities and housekeeping services; T ? Photographic, mapping, printing and publication services; and U ? Education and training services The Naval Surface Warfare Center, Dahlgren Division, on behalf of the Naval Sea Systems Command and the Navy Virtual SYSCOM (partners NAVSUP, NAVAIR, SPAWAR and NAVFAC) and other Navy activities, is conducting a rolling admission per the terms and conditions of the SeaPort Enhanced (Seaport e) Multiple Award Contracts. The purpose of this rolling admission is to expand contract coverage and add Office of Naval Research activities as authorized ordering offices. This rolling admission will result in the award of additional Indefinite Delivery/Indefinite Quantity (ID/IQ) prime contracts. Existing prime contractors will also have the opportunity to expand their presence in other geographical zones to allow them to compete for awards in those zones. The NAICS size standard for Small Business is $25 Million. Current Seaport e contracts have the following characteristics: 1. Award was made on a Best Value Evaluation. 2. ID/IQ contracts with Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Cost Plus Fixed Fee(CPFF), Cost Plus Incentive Fee (CPIF), and Cost Plus Award Fee (CPAF) Task Orders. No T&M orders are allowed. 3. Requirements are fulfilled competitively on a task order basis by individual ordering offices. 4. Heavy emphasis is placed on Performance Based Orders. 5. Goal is to award 33 percent of total obligated dollars to small businesses as prime contractors. 6. Large business awards have a minimum Small Business Subcontracting Goal of 20 percent of the dollars obligated. 7. One award as a Prime Contractor is allowed to individual companies; however a contractor may be a subcontractor to multiple Primes. 8. There are seven geographic zones ? Northeast; National Capital; Mid-Atlantic; Gulf Coast; Midwest; Pacific Northwest; and Southwest. 9. Task orders are competed in the zone that is the principal place of performance. 1 0. Limits on pass-through, maximum fees, annual escalation, and cost savings are required. Awards made during the rolling admission process will have the same or similar characteristics. Oral proposals are not contemplated. Awards are intended to be made on initial offer without discussions. The Government desires an increase in small business, hubzone, WOSB, SDVOSB, and 8(a) participation. Businesses in these categories are encouraged to submit offers as primes. Prospective offerors are advised that firms certified under small business sub-categories that are competing for inclusion within the Seaport e Program via Rolling Admission will be competing only against other prospective offerors certified within their respective small business sub-category. Information concerning this rolling admission is available on the Seaport homepage at www.seaport.navy.mil. Copies of the original solicitation (N00178-04-R-4000), the previous Rolling Admission solicitations (N00178-05-R-4000 and N00178-06-R-4000), the original Rolling Admission Industry Brief (dated November 2004), and the questions and answers to the previous solicitations can currently be found on the homepage. The solicitation number is N00178-07-R-4000. It is anticipated that a draft solicitation will be issued on 30 November 2006. Industry comments will be sought based on the draft RFP for incorporation into the final RFP which is scheduled to be released in the early January 2007 timeframe. The target date for the Rolling Admission awards is April 2007. It is the potential offeror?s responsibility to monitor the Seaport site for the release of solicitations, amendments, and supporting information.
