Description
U.S. Special Operations Command (USSOCOM) anticipates contracting with Rockwell Collins, Inc., Government Systems, 400 Collins Road NE, Cedar Rapids Iowa 52498, on a service contract/purchase order. This commercial contract/purchase order will be for Life Cycle Contractor Support (LCCS) of the Rockwell Collins Common Avionics Architecture System (CAAS) and Cockpit Management System (CMS) components and associated peripheral equipment installed on the MH-60, MH-47 and MH-6 aircraft, or any other aircraft or simulators fielded for USSOCOM and the 160th Special Operations Aviation Regiment (SOAR). The locations of these aircraft are at Fort Campbell Kentucky, Fort Lewis Washington and Hunter Army Airfield Georgia. The proposed action is for maintenance services and Contractor Logistics Support (CLS) elements required to sustain CAAS and CMS components at a 100% operability for which the Government does not own specifications and drawings to permit full and open competition. The Statement of Work (SOW) will include CLINS (1)Management of the LCCS contract and (2)Repair costs pre-priced for CAAS/CMS. In addition, the contract will support the Mississippi Army National Guard?s (MANG) MH-60A, CMS aircraft on an as required basis. The Government intends to solicit and negotiate with only one source under authority FAR 6.302-1. Firms that feel they can provide this service are encouraged to identify themselves. This notice of intent is not a request for competitive proposals, however, the Government will consider all proposals received by the specified due date (in accordance with FAR 5.203(a)). A determination by the Government not to compete this acquisition is solely within the discretion of the Government. The estimated release date of the solicitation is 22 Nov 2006.
