- The Defense Information Technology Contracting Organization (DITCO) Scott AFB IL will procure Counterintelligence Support Element (CISE) support in order to orchestrate strategic Department of Defense (DoD) Counterintelligence (CI) efforts to systematically identify and degrade foreign intelligence and terrorist threats at various sites to include National Capital Region (NCR), Hawaii, Florida, Germany, North Carolina, Illinois, Nebraska, Colorado and other locations as deem necessary by the United States Government in support of the missions of the Combatant Command (COCOM) and Counterintelligence Field Activity (CIFA). The period of performance will be one year from contract award. This requirement will be advertised as full and open competition. The National American Industrial Classification Standard (NAICS) code for this procurement is 541690. The solicitation and all related documents will be posted at this site as well as the DITCO Home Page, Contracting Opportunities at https://www.ditco.disa.mil/dcop/public/asp/dcop.asp on or about 5 Dec 2006. Instructions for submitting questions and proposals will be given at the time the solicitation is released. The contractor performing this work must possess a Top Secret clearance with SCI eligibility at the time of award. The resulting award will be best value based on an integrated assessment of Past Performance, Technical /Management Approach and Cost/Price. If at anytime the Government determines requested services are no longer required ? the Government reserves the right to not make an award. The Government also reserves the right to award without discussions
