Description
The United States Department of Agriculture (USDA), Office of Chief Information Officer (OCIO), Associate Chief Information Officer for Cyber Security, is issuing this Sources Sought to obtain quotes for the following commercial-off-the-shelf (COTS) application(s): 1. Entrust 2. WinMagic 3. Utimaco 4. Guardian Edge with Trust Digital (for complete solution) 5. Credant The quote for these products need to include a complete encryption solution such as perform automated encryption of mobile devices including, but not limited to, laptop computers, USB storage devices, Personal Data Assistants (PDA), archival media, etc., to protect the sensitive and Privacy Act data stored on USDA Information Technology (IT) resources. Services will be acquired from Service-Disabled Veteran Owned business at the lowest quote for encryption licenses providing a complete encryption solution. The business must be on the GSA contract, have experience with IT events of this scale, and the ability to leverage experience and expertise to ensure adequate training, maintenance, and support. In addition to performing encryption, these COTS products comply with current Federal Information Processing Standards (FIPS) requirements for encryption; integrate with Microsoft Active Directory; minimize involvement and training of the end-user (to the extent possible); have the ability to scale from small, centralized environments to large, decentralized environments; provide automated deployment methods; and ensure effective recovery methods by authorized individuals if the need arises (i.e., decryption cannot rest solely with the end-user). Currently, USDA consists of 8 program mission areas, 29 agencies and 12 staff offices. All program mission offices and staff offices are headquartered in Washington, D.C. USDA has approximately 14,000 locations throughout the United States and the world. Combined, there are several hundred thousand mobile IT assets operating in all these locations. The current IT environment employs a number of different solutions based on mission area as well as agency/organization based management systems. USDA is seeking sources that have an encryption tool that can be leveraged both Department-wide and by individual USDA agencies. Responses should include information on scalability and capabilities to operate in distributed, centralized and multi-tiered environments. The USDA/OPPM/POD is seeking qualified vendors that have encryption tools available through the vendor?s GSA Federal Supply Schedule or other Government-wide Acquisition Contract(s). Pending the outcome of market research, the government anticipates having a blanket purchase agreement (BPA) in place by January 1, 2007. The Department and its agencies will purchase the approved encryption products directly from that BPA. In responding to this sources sought, vendors must include their GSA FSS or GWAC number and terms and conditions (applicable to this market research); applicable NAICS code; and business size. The "Number of Licenses" anticipated purchasing is 150,000. Computer based training desire. Information should be electronically submitted (Microsoft Word 2000 compatible) referencing the above reference number. Telephone inquiries will not be accepted. All information should be received by the USDA/OPPM/POD contact by close of business, Thursday, Nov. 30, 2006. There is no solicitation document available. The government will not return or pay for information provided in response to this announcement.
