- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is issued as a Request for Quotes, RFQ70002. This RFQ is a small business set aside. This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-09. The NIDA has a requirement for a grants management analyst. Specific tasks include the review of formal announcement of grants programs and requests for grant applications for compliance with all legal, regulatory, and policy requirements. In addition, the contractor will review grant applications to assist in the determination of reasonableness of proposed costs and the allocability & allowability of requested support within established NIH grants policy, guidelines, regulations and statutes. The contractor will perform detailed cost analyses; prepare detailed categorical budgets for complex competing grant awards. The contractor will assist in the award both competing and non-competing grants. Lastly, the contractor will monitor grantee performance ensuring compliance with the terms and conditions of award, including responding to grantee inquiries or requests for prior approval(s). It is estimated this requirement will not exceed 832 hours and the period of performance will be November 30, 2006 through May 15, 2006. The work will be completed at the NIDA Neuroscience Center, 6101 Executive Blvd, Bethesda, MD 20892. Quotes will be evaluated on the following Criteria: Ability to review complex applications for technical information and cost Knowledge in the area of Drug related clinical trial grants Ability to review policy, guidelines, regulations, and statutes to ensure compliance The following Federal Acquisition Regulations (FAR) provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors - Commercial Items; FAR 52.212-2 Evaluation - Commercial Item; FAR 52.212-3 Offerors Representations and Certifications - Commercial Items; FAR 52.212-4 Contractor Terms and Conditions - Commercial Items; and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders Commercial Items. The Government intends to select the offer that represents the best value to the Government, price and all other factors considered. Please submit quotation (electronic copies are acceptable) no later than 3:00 P.M. Eastern Daylight Savings Time (EDT), November 24, 2006 to Idella Simpson, Procurement Assistant.
