Questions and Answers Regarding DTOS59-07-R-INT2: Q: Is a set aside for this solicitation as I don?t see anything in regards to this? No, there is no set aside for this solicitation. Q: Is there an incumbent or is this a new requirement? No current incumbent vendor Q: If there is an incumbent, what is the name of the company and are they eligible to compete on this opportunity? N/A Q: On page 8 of the Statement of Work it is stated that the base year period begins on October 1, 2006. Should we assume that this will begin upon award of contract? Yes Q: Do you want the price quote submitted as a separate document from the technical factors? This is CO prerogative. Price quote does not have to be a seperate document. Q: Can you provide an estimation of the interpreting ?core hours? and ?surge hours? based on 2005 actual hours? This is a new requirement that did not exist in FY05 - government estimates minimum of 300 hours needed as a secondary/overflow contract for very short notice to supplement existing contract. Q: In 2005, how much ?overtime? did the Interpreters work? No contract in FY05, we don't pay overtime in any of our FY06 contracts. Q: In 2005, on how many occasions were ?team interpreting? (more than one interpreter for one event) called upon? No contract in FY05, this not tracked in FY06. Q: Name the contractor(s) who is currently providing contracted interpreting services to DOT. SLA currently provides sign language interpreting in our Washington, DC area as a primary source. There is currently no incumbent contractor for Metro Washington, DC overflow services. This solicitation is for overflow services. Q: Based on 2005 figures, how much was paid to contracted services for interpreting services? Roughly $950,000 overall and $490,000 in Washington, DC. Q: In 2005, how many times was the additional ?on-call? interpreter used to assist with interpreting services? No contract in FY05, new requirement "on-call" services were not used for any years. Q: How much was the ?on-call? rate paid to contract interpreting service during 2005? Not applicable - new requirement "overflow" services were about $9,000 in FY06. Q: How many out-of-state interpreter assignments occurred in 2005? We rarely if ever needed out of state interpreter services for this Metro Washington region. Q: How much was paid for the out-of-state interpreting services during 2005? We rarely if ever pay for out of state interpreter assignments as employ contracts for each region needed. Q: During 2005, how much was hourly rate paid for contracted interpreting services? No contract in FY05 Well paid about $63/hr in FY06 for Metro DC overflow. Q: During 2005, how much was the ?Minimum Service Fee? paid for contracted interpreting services? No contract in FY05. The winning bid in FY06 was $130.00. Q: During 2005, how much was the ?Cancellation Fee? paid for contracted interpreting services? No contract in FY05, N/A new requirement. We paid $130 for FY06 cancellations. Q: During 2005, how many ?cancellations? actually occurred regarding contracted interpreting services? No contract in FY05 N/A new requirement. Info not yet available for FY06 occurrences. Q: During 2005, how much was the ?Late Request Fee? paid for contracted interpreting services with less than a 24-hour notice? No contract in FY05, N/A new requirement. Amount paid in FY06 $0.00. Q: What was the total amount paid in 2005 for contracted interpreting services? $900,000 est. total for all regions. No contract in FY05. FY06 overflow = $9,000; FY-05 non-overflow total $490,000. Q: Will interpreters provide services only for employees of DOT or also for visitors, tours, etc? Primary focus will be accommodations for employees and applicants. Q: Would you consider remote, Inter-net-based services to the deaf and hearing impaired in compliance with DOTS59-07-R-INT2 (the system requires an up-to-date computer, a high-speed Internet connection, and a video camera designed for web use)? If not, would you entertain it as a viable alternative to the existing RFQ? NO. All proposals submitted will be evaluated on their merit. Q: Will the DOT provide a ?home office? location furnished with a desk, appropriate seating, telephone services, and a computer for the onsite interpreter to allow access to email, web browsing services, and calendar monitoring? No services are for overflow and will be used on as-needed-basis. Q: Relative to the year 2005, please provide numbers for the ?hours of support? using the following chart for ease of responding. No contract in FY05. We did not track the service to the level requested in FY06. Q: What is the Department of Transportation?s ?Not-To-Exceed? amount for this solicitation for the following period? Dollar amounts will be based on vendor pricing and estimated use. The government does not have a "Not to exceed amount and government's budget is proprietary information.
