- Description
- The Northern Region Contracting Center (NRCC) is seeking small businesses that can provide the Army with contract-supported configuration control, engineering development, and integration general support capability operating across the Battle Laborat ory Collaborative Simulation Environment (BLCSE), rather than being tied to specific BLCSE Battle Lab locations. The Government's goal is to divide within two parallel efforts. At designated Centers of Excellent (initially Ft. Benning, Ft. Monroe, Ft. Bl iss, and Ft. Leavenworth), a Technical Integration and Configuration Control (TICC) team will be established with office and work space within a BLCSE portal or hosting battle lab. These teams are responsible for: operation of local BLCSE network portals (data and VTC); configuration control of assigned BLCSE federates IAW published BLCSE policies and procedures; communication of data and models, as well as federate software packages between various BLCSE locations; providing local single-point-of-referenc e advice and expertise on various BLCSE federates explicitly including OOS and OOS-based tools; and coordination with other TICC and engineering support team efforts in the integration of new federates, data bases, functionalities and capabilities to the l ocal simulation facility. In addition to the TICC, a centrally controlled BLCSE Engineering Support Team (BEST) will provide detailed engineering work as direct support temporary augmentation to specified government facilities (normally BLCSE battle lab l ocations), or general support to BLCSE federation software or experimentation needs. The BEST will work with the various battle labs as well as other contract activities to change, transition or evolve BLCSE federates, scenarios, data bases and non-federa tion simulations and tools in support of specific experimentation activities or BLCSE federation evolution. Other than temporary on-site direct support accommodation, no government facilities will be provided to the BEST except for temporary access to sec ure network facilities when required for data and software transmission or integration of classified simulation databases. The designated NAIC Code is 541512, Computer Systems Integration Analysis and Design Services ($23M). Your response shall include the following information: size of company (i.e. 8(a), Hubzone, WOSB, SB, Veteran, all others), your total revenue for the last three years, past performance on similar work dating back 5 years, your companys capability and innovative idea to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.
