- Section 1 Objective: To obtain a call when needed, fully contractor provided helicopter/helitorch aerial ignition module, consisting of vendor supplied helitorch and all required equipment and personnel as specified within Interagency Aerial Ignition Guide. Services are in support of the Oregon State Office, Bureau of Land Management Office. Location: Burns, OR Interagency Fire Zone - Miller Canyon & Three Rivers Hazardous Fuel Reduction. Section 2: Terms and Conditions a. Aircraft Rental Agreement (ARA). The resulting contract will be awarded by either issuance of a new ARA and modification, or by modification to an existing ARA, whichever is in the best interest of the Government. ARA operators must be capable of meeting the requirement of this solicitation. Terms and conditions for existing ARA agreements including Supplement for Vendor Supplied Helitorch Equipment and Personnel provided below shall apply unless otherwise specified herein. ARA information can be found at www.nbc.gov/amd. Information concerning the agreement can be obtained from Aviation Management at 208-443-5021. b. Job Description: Hazardous fuels reduction on approximately 4,200 acres. These acres are all on Bureau of Land Management (BLM) lands within the Burns Interagency Fire Protection Zone (BIFZ) of Eastern Oregon. The units requiring treatment are typical of Great Basin fuel types with rolling topography and Mean Sea Level (MSL) altitudes ranging from 5,000 to 7,000 feet. Mechanically treated juniper red slash are the fuels to be reduced by aerial ignition. The units will be burned to break up fuel loading continuity, leave some fuel on the ground, eliminate enough fuels to reach the 60% total surface area goal, and to accomplish a 90% reduction in the 0-3 inch fuel loadings for these units. Multiple burn units are proposed and comprise approximately 4,200 acres located approximately 45?-90? and 20 NM from BURNS, OR (BNO). Potential batch mixing sites have been identified that are accessed by paved roads and are within10 miles from the burn units. c. A fully vendor supplied and staffed helitorch agreement is requested to complete these burns under the supervision of a BLM Burn Boss. See attached "Supplement to Call When Needed (CWN) contract for Vendor Supplied Helitorch Equipment and Personnel" for specific information regarding what is required to be provided by the vendor. The anticipated burn dates are from December 15, 2006 through April 30th, 2007. A qualified Helitorch Manager (HTMG) will be provided by the BLM and will function as the contract Inspector. The contractor will be required to arrive in Burns, OR one day prior to the initiation of the project to allow for equipment inspections, project briefings and aerial reviews of the burn units. The BLM will provide all associated helibase supplies as required by the Interagency Aerial Ignition Guide and the Interagency Helicopter Operations Guide. Burns, OR is a full service community with bulk fuel providers, hotels, restaurants and grocery stores. Bulk Fuel Providers: " Ebar Oil Co. 541.573.2976 " Shell Oil Jobber-L R Swarthout Inc. 541.573.6316 " Weeks Oil Co. 541.573.2622 Section 4: Minimum Equipment Required: The vendor shall supply one aerial ignition module, consisting of vendor supplied helitorch and all required equipment and personnel as specified within Interagency Aerial Ignition Guide, consisting of one each helicopter, (Bell 206 Series, Hughes 500 Series, Bell 407, or equivalent) with longline and Primary and Secondary Water buckets. Helicopter must be capable of a Payload (HIGE) of 850 pounds at 15?CF at 6000 feet MSL altitude using a single pilot weight of 200 pounds, 25-pound survival kit, with 90 minutes of fuel and a 20 minute reserve). (Use Standard Interagency Load Calculation Method and Helicopter Fuel Consumption & Weight Reduction Chart exhibits and appropriate Hover Ceiling Charts for calculations.) Vendor will provide a Helitorch batch mixing equipment and bulk fuel transport. This equipment must be Interagency Aerial Ignition Guide approved helitorch, mixing, and loading equipment. Cabin power for Plastic Sphere Dispenser (PSD) must also be available. (i.e. Premo). PSD will be provided by the Government. Aerial ignition requires doors open in flight/flight with doors removed. A fuel service vehicle is required. (Truck and trailer acceptable) The vendor shall provide two qualified Helitorch Mixing Personnel to accomplish the mixing operations for the duration of the burn assignment. Standard Interagency Fire Requirements Supplements shall apply. Section 5 Safety Considerations Vendor's helicopter and pilot shall be approved for Helitorch under their DOI AM ARA agreement. The vendor shall supply a Helitorch and batch-mixing truck that meets specifications and approval of the Interagency Aerial Ignition Working Group. Section 6 Payment and Pricing Payment will be made on a per hour of flight time basis (FT), and will include all flight costs and any miscellaneous costs not specifically addressed in vendors ARA Agreement. The Vendor shall complete an Aircraft Use Report, (AMD-23) and may utilize it as their invoice. Per Diem, Service Vehicle Mileage, and Miscellaneous Costs will be paid in accordance with the Aircraft Rental Agreement. Pricing: A. The Vendor shall comply with all applicable federal, state, and local laws. The Government will provide information to assist the vendor in planning for the inspection/approval process of equipment and personnel and supply needs. Individual Project information will include approximate acreage (overall/ acres per day), time and dates of proposed burn, location and directions to the burn area, supplies/equipment provided by the agency, agency contact names and phone numbers, local support equipment names and phone numbers (bulk fuel providers, motels, etc). Equipment: The vendor shall supply a Helitorch(s) and batch-mixing truck that meets specifications and approval of the Interagency Aerial Ignition Working Group. The government will inspect vendor equipment prior to use. The Interagency Aerial Ignition Working Group will provide a letter to the Contracting Officer Technical Representative (COTR) affirming final approval for use under the Aircraft Rental Agreement (ARA). In addition to the Helitorch(s) and batch mixer equipment, the Vendor will provide associated accessories, bonding devices, Personal Protective Equipment (PPE), and any other items the Vendor deems necessary to perform a safe Helitorch operation. The Government will provide at the job-site: pad marker(s), wind indicator(s), fire shelter for pilot, crash/rescue kit, evacuation kit (complete including 1st aid supplies as per IHOG 9-16) and 40BC fire extinguisher(s). Personnel: The vendor shall provide two qualified Helitorch Mixing Personnel to accomplish the mixing operations for the duration of the burn assignment. Ordering of additional contract mixing personnel shall be requested by the government and paid in accordance with the contract/rental agreement. The Vendor must provide written documentation of contract employee qualifications to the COTR prior to the start of contract work. This documentation will list the contract employees by name, with date of completed training course work and On the Job Experience. The Vendor shall have a written operating plan outlining duties and responsibilities for contract personnel, equipment and mixing/operating procedures for vendor operations. This plan and a copy of contract employee qualifications and training documentation shall be made available to the Agency Helitorch Manager upon arrival to the job-site and prior to the start of contract work. A Government qualified Helitorch Manager (HTMG)/Helitorch Parking Tender (HTPT) will be provided by the ordering agency, and be on site, for all contract Helitorch operations. Supplies: All necessary supplies to perform burn operations such as but not limited to: gasoline/diesel, propane, gelling agents, fuel vehicle containment, spill containment supplies, cleaning supplies etc. will be on site and provided by the vendor. Mixing and gel standards: Mixing operations will adhere to NFPA and OSHA requirements for, vapor removal/recovery, and bonding procedures. Helitorch Mixing Personnel shall utilize the following Personal Protective Equipment (PPE): Personnel must be equipped with eye protection, hardhat, fire retardant anti static or 100 percent cotton coveralls, Nitrile Chemical Resistant gloves, and NIOSH-approved dust masks. Use a NIOSH-approved dust mask when dispensing or handling gelling agent (powder). A known source is Laboratory Safety Supplies, phone 1 800 356 0783. Current approved brand names for thickeners are: FIRETROL? Firegel? (also known as Sure Fire) and FIRETROL? Petro Jel. Mixing of fuel and gelling agent shall follow manufacturer's mixing guidelines. Fuel shall not be gelled unless ordered by the Helitorch Manager. The Helitorch Manager will inform the contract Helitorch mixing crew of gel fuel needs, in gallons, and keep this information updated throughout the duration of the burn. Acceptable gel is characterized by a waxy surface with a viscosity thick enough to provide golf ball to softball-sized globules on the area to be burned. If mix is not gelling, too thick to pump or has separated and becomes un-useable, the Helitorch Manager has the option to decline application of gel to the burn site. Reimbursement will be made only for mixed fuel that is ordered by the government and is an accepted mixture by the Helitorch Manager. Disposal of waste or thickened fuel (Gel): Gelled fuel deemed unacceptable and any residual waste product shall be disposed of in accordance with the Enviromental Protection Agency and at the contractor's expense. Disposal shall be at an approved hazardous waste disposal site or, the Helitorch Manager may approve disposal by incineration within the burn area. Excess gelled fuel ordered and accepted by the government but not used on the burn shall be disposed of at government expense and direction. Gel/Fuel spill and containment: It is the responsibility of the vendor to assure that the mixing unit complies with Department of Transportation and Environmental Protection Agency requirements for transportation and storage of fuel, and shall carry sufficient petroleum absorbent pads or materials to absorb or contain up to a 5 gallon petroleum product spill. The contractor is responsible for cleanup of all product spills and disposal of all products used in the cleanup of a spill in accordance with the Environmental Protection Agency, CFR 40 part 261 and 262. Contractor will be responsible for all damages to property and to persons, including third parties, that occur as a result of Contractor or Contractor's agents or employee fault or negligence. The term "third parties" is construed to include employees of the Government. All equipment furnished under this agreement must be in acceptable and operative condition. All personnel furnished must perform work in a safe and professional manner. The Government reserves the right to reject equipment and or personnel, which do not meet these requirements. Repairs to equipment shall be made and paid for by the Contractor, any malfunctions will be corrected immediately to limit down time of operations. The Government may, at its option, elect to make such repairs when necessary to keep the equipment operating. The cost of such repairs will be deducted from payment to the contractor.
