Description
The DOC/NOAA's Office of Atmospheric Research, Air Resources Laboratory seeks technical support and assistance services in the transition process and completion of current research from the Research Foundation of New York (SUNY) to an appropriate institutional setting that is more capable of meeting data and Quality Assurance (QA) reporting requirements. During the transition period, it is essential to maintain association with WMO GAW laboratory and field site managers, to oversee the seamless transition of the biannual quality assurance program, and to ensure that the data archive is maintained. The World Meteorological Organization Global Atmosphere Watch (WMO GAW) is an essential component of the GAW program, responsible for the implementation and maintenance of quality assurance procedures in GAW and the assurance of consistent data quality so that the global community can achieve its research, monitoring, and assessment goals. The USA has accepted responsibility for the operation of GAW programs designed to quality assure global aerosol and precipitation chemistry data, as well as to make precipitation chemistry data freely available. The Quality Assurance/ Science Activity Center (QA/SAC-Americas) is responsible for implementation and maintenance of quality assurance procedures in GAW. The World Data Center for Precipitation Chemistry (WDCPC) is responsible for making GAW precipitation chemistry data and supporting quality assurance data available to the public. The QA/SAC-Americas and the WDCPC operate according to the directives and assignments detailed in the GAW Strategic Plan (WMO Report No. 142: Strategy for the Implementation of the Global Atmosphere Watch Programme (2001-2007)). The scope includes liaison between the WMO, laboratory scientists, and field operators; precipitation chemistry databases and supporting quality assurance information shall be maintained in top condition; and continuance of biannual quality assurance intercomparisons. Monthly progress reports shall be sent to the COR. The period of performance is expected to be twelve months. Performance is expected to begin on or about January 1, 2007. Award of a firm fixed-price Purchase Order shall be made on a best value basis. Offers will be evaluated based upon approach, past performance and price. While these factors are relatively equal, they are listed in order of importance. Incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-13. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-l, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items. The Government may award a purchase order resulting from this solicitation to the responsible offeror conforming to the solicitation which will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52-212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov). The information set forth in this Notice is an advance copy of the Request for Quotation (RFQ) that becomes final unless otherwise modified before the due date. All responsible sources may respond Notice with a quotation addressed to Robin Prather, NOAA Acquisition Division, 1305 East West Highway, Room 7146, Silver Spring MD 20910, to be received no later than 1:00 p.m., December 11, 2006. Responses may be faxed to 301-713-0806 or emailed to Robin.Prather@noaa.gov. Responses must be no more than 10 pages. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the contractor to confirm NOAA's receipt of quote.
