Description
This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Commercial Item Acquisition, Simplified Acquisition Procedures. This announcement constitutes; proposals are being requested and a written solicitation will not be issued. HSCG24-07-Q-3JC183 is issued as a Request for Quotations. The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 05-13. The applicable NAICS is: 336999 and small business size standard is 500 employees. Solicitation and award are 100% Small Business Set -Aside. FOB Destination delviery is: Portsmouth Naval Shipyard, Portsmouth NH 03804 (also known as Kittery Maine) On or before 2 Jan 2007. Offers are due at USCG ISC Boston by 1200 noon EST on 22 NOV 2006. Two (2) of SEA GUARD foam filled marine fenders Size: 6 ft x 12 ft each Color: white Part: G06X12-3745 b. Four (4) of dock plates per customer drawing Drawing will be uploaded to FBO as amendment P0001 c. Twenty four (24) of 1 inch x 6 inch Anchor bolts 316 s/s with washer, nut, and epoxy d. Eight (8) of 1 1/2 inch Crosby BTA Shackle e. Four (4) of 1 1/2 inch SLA chain cut into 11 foot lengths Delivery destination: Portsmouth Naval Shipyard, Portsmouth NH 03804 (city also known as Kittery Maine). Company's quote(s) should include: 1. The solicitation number; 2. The time specified in the solicitation for receipt of offers; 3. The name, address, and telephone number of the offeror; 4. A technical description of the items being offered in such detail to evaluate compliance with the requirements in the solicitation. This may include product literature or other documents if necessary; 5. Terms of any express warranty; 6. Price, availability, and any discount terms; 7. Remit to address if different from mailing address; 8. A copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3 (j) for those representations and certifications that the offeror shall complete electronically); 9. Acknowledgement of solicitation amendments; 10. Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same of similar items and references (including contract numbers, points of contact with telephone numbers and other relevant information); 11. If the offer is not submitted on a SF1449, include a statement specifying the extant of agreement with all terms, conditions and provisions included in the solicitation. Offers that fail to furnish the required representations of information, or reject the terms, and conditions of the solicitation may be excluded from consideration; 12. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must ? 1. Meet the salient physical, functional, or performance characteristics specified in this solicitation; 2. Clearly identify the item by? i. Brand name, if any; and ii. Make or model number; 3. Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and 4. Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product is being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.
