Description
NAVAIR intends to award Multiple Orders on a Sole-Source basis under BOA N00019-05-G-0008 to Raytheon Technical Services Corporation (RTSC) for services and products in the areas of engineering and logistics support for Aviation Life Support Systems (ALSS). This effort requires an intricate and specialized knowledge of the Navy ALSS radio systems and Aircrew Communications components, an in-depth understanding of the Commodity program management and fleet communication processes, and the application of engineering and logistics theories. RTSC is the only known source with the prerequisite knowledge and expertise to execute the following efforts/products without significantly impacting scheduling and cost constraints: Organizational (O) and Intermediate (I) level test equipment and fleet training in the use of peacetime and combat survival radio products, primary/secondary battery power supplies, associated test equipment, maintenance of Qualified Products List (QPL) for critical communications components, and life cycle support engineering and logistics. Products include hand held personal survival radios, their interface to avionics in flight, and their interface to space systems when used on the ground. Also included are communication components used during flight in conjunction with aircraft intercommunication systems. Support includes participation in First Article testing of PRC-149A, PRC-149A-T1, C-12631/PRC-149, and URT-140 radio communication equipment , and follow-on production support monitoring Electrical Performance and PRAT testing, ensuring production meets specified requirements and resolving production issues ensuring quality is maintained. The URT-140 Radio First Article Testing is to be completed in January 2007. Contractor Facilities required to complete this effort include an acoustic (semi reverberant audio chamber) and National Institute of Standards and Technology (NIST) National Voluntary Laboratory Accreditation Program (NVLAP) environmental testing facility to perform maintenance and testing of Aircrew Communication products, Electromagnetic Interference (EMI) testing, and Engineering Investigations to determine cause of failure.
