- NAICS Code: 336311 In accordance with FAR Part 13 Simplified Acquisition Procedures, the U.S. EPA Office of Transportation and Air Quality (OTAQ), in Ann Arbor, Michigan, is seeking to establish a Blanket Purchase Agreement (BPA) to fabricate and/or modify various exhaust components of a catalyst system used in engine testing. The components of the catalyst system to be fabricated or modified include a wide variety of a broad class, but the exact design of the components, the exact number of components and the exact delivery requirements are not known. The catalyst system is a multi-pass system consisting of a flow diverter valve, flow paths consisting of individual catalyst cans, piping from the engine, diverging and converging cones, and a collector. Purchase orders placed against the BPA will include the cost of the component itself (established in the BPA) and a cost for the labor to fabricate or modify the component as appropriate. The cost of labor will be established via fixed hourly rates for service (established in the BPA). The system components that may need to be fabricated or modified include: Flow Diffuser Cone, PM Catalyst Canister, NOx Catalyst Canister, Collector Cone, Injector Elbow, Collector Assembly, Separator Assembly, and Feed Pipe from Engine. The resultant BPA will neither exceed $150,000, nor three (3) years. This procurement is a small business set-aside under NAICS code 336311 with a size standard of 500 employees. Award will be made using "Best Value" evaluation criteria. Any responsible source believing itself capable of providing the required fabrication and/or modification services may submit a proposal which will be considered by the Agency. The solicitation will be posted on the Federal Business Opportunities website http://www.fedbizopps.gov approximately December 5, 2006. Proposals will be due approximately January 8, 2007.
