Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; Proposals are being requested and a written solicitation will NOT be issued. This solicitation is issued as a Request for Quote (RFQ) number HSCG44-07-Q-THA091. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12. This acquisition is unrestricted. The North American Industry Classification System (NAICS) is 611420 (Computer Training). The SBA size standard in millions of dollars is $6.5. The USCG intends to purchase training on the Common Operating Environment (COE) as summarized here and details below. SUMMARY: The Contractor shall provide formal training for all levels of COE. The contractor shall include development of alternative training scenarios, appropriate training approaches, preparation of training plans, development of training curriculum and materials to take a person with little or no knowledge of COE and train to be able to conduct COE 4.x: Installation, APM Profile & User Account, and TMS/UCP Configuration; COE Segmentation; ICSF Operations, installation/security, workstation configuration, UCP Communications, Mapping, Tools; Track Management, Plot Controls, Overlays; COE System and Security Administration, APM Administrative Domains. DETAILS: CONTRACTOR COMMON OPERATOR ENVIRONMENT (COE) TRAINING SUPPORT SERVICES FOR THE COMMAND & CONTROL ENGINEERING CENTER (C2CEN) PERFORMANCE WORK STATEMENT 1.0 GENERAL. 1.1 Scope. The purpose of this PWS is to acquire Contractor training support services for the United States Coast Guard Command and Control Engineering Center (C2CEN). The Contractor shall provide formal training to take a person with little or no knowledge of Common Operating Environment (COE) and train them to be able to conduct all aspects of COE described in this PWS. Contractor proposed training facility, date, and time shall be acceptable to Government. 1.2 Background. C2CEN is responsible for developing, building and fielding various systems utilizing COE, including but not limited to: Environment for sharing data between applications; for minimal but extensible security architecture and services; automated toolset for enforcing principles and measuring COE compliance; automated process for software integration; application program interfaces for accessing COE; etc. 1.3 Contractor Personnel. 1.3.1 Project Manager (PM). The Contractor shall provide a Project Manager who shall be responsible for all Contractor work performed under this PWS. The PM is further designated as Key by the Government. PM shall have dual designation, i.e., PM and Senior Trainer/Instructor. The PM shall be a single point of contact for the Contracting Officer (KO) and the Contracting Officer?s Technical Representative (COTR). 1.3.2 Qualified Personnel. The Contractor shall provide qualified personnel to perform all requirements in this PWS and shall submit resumes for all proposed personnel. This PWS requires personnel who have met the specific qualifications and experience outlined in PWS 1.3.2.1, as acceptable reviewing minimums. Approved qualifications must meet or exceed minimums. Contractor shall not consider the number of personnel listed in this PWS as maximum numbers necessary for contractor fulfillment of this PWS. Contractor shall submit for review justification for additional personnel, associated qualifications and supplemental cost breakdown. All Contractor employees supporting this PWS shall be United States citizens and shall be able to read, write, speak fluently and understand English. All Contractor employees supporting this PWS shall have Government COE system related experience and shall have a minimum of Three (3) years experience (similar magnitude and function) in the applicable role described in this PWS. 1.3.2.1 Senior Trainer/Instructor (Key Person). Shall possess and maintain proficiency in the following COE 4.x training areas: Overview, Installation, APM Profile & User Account, and TMS/UCP Configuration; COE 4.x Segmentation Review and Demonstration; ICSF Operations, UCP Communications, Mapping, Tools; Track Management; Plot Controls, Overlays; COE 4.x System and Security Administration, APM Administrative Domains. Senior Instructor shall also have development and fielding experience of the aforementioned. Instructor shall have strong communication skills. 1.3.3 Employee Conduct. The Contractor shall ensure contractor employees present a professional appearance at all times and that their conduct shall be at all times professional and not reflect discredit on the United States, the Department of Homeland Security or the U.S. Coast Guard. 1.3.4 Conflict of Interest. For the execution of this PWS the Contractor shall not employ any person who currently is an employee of the United States Government. In addition, the Contractor shall not employ any former Government employee if that employment would, or would appear to cause, a conflict of interest. Previous Government employees who have worked directly or indirectly for or with C2CEN within the last three (3) years would appear to have conflicts of interest and are therefore unacceptable contractor employees for this PWS. 1.4 Key Personnel. Before replacing any individual identified as (Key Person), the Contractor shall notify the KO and COTR no less than 15 business days in advance, submit written justification for replacement and provide the name and qualifications of any proposed substitute(s). Any proposed substitute shall possess qualifications equal to or superior to those of the Key person being replaced. The Contractor shall not replace Key Contractor personnel without written consent from the KO. The Government may designate additional Contractor personnel as Key prior to the PWS date of award. 1.5 Security. No contractor access to classified information is required under this PWS, however, all material developed and discussed by contractor in the execution of this PWS shall be considered For Official Use Only (FOUO) and Contractor shall conduct the execution of this PWS in compliance with DHS MD11042.1 "Safeguarding Sensitive but Unclassified Information," and COMDTINST M5510.24 "Operations Security (OPSEC) Program." See paragraph 6.0 for link to these manuals. 1.6 Period of Performance. The period of performance for this PWS is for minimum of five (5) business days at a mutually agreed upon (between GOVT and Contractor), start date, and time. Course start date shall not be latter than 19FEB2007. 1.7 Place of Performance. The primary place of performance will be at a mutually agreed upon (between GOVT and Contractor) contractor facility. Contractor facility shall be: Within 50 miles of C2CEN Facility at 4000 Coast Guard Blvd, Portsmouth VA 23703; class/course room shall accommodate ten (10) workstations for fifteen (15) individuals in a clean, safe, secure and comfortable environment (restroom and normal classroom temp, humidity and sound, etc.); room shall be media friendly and capable of displaying PowerPoint, etc. via projector, etc. Contractor?s facility shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, etc.) 1.8 Hours of Operation. Contractor employees providing services under this PWS shall perform all work between the hours of 8:00 am and 5:00 pm ECT, Monday through Friday. However, there may be occasions when Contractor employees shall be required to work other than normal business hours, to fulfill requirements under this PWS. (KO or COTR) 2.13 ICSF - Integrated C4I Support Framework 2.14 KO - Contracting Officer 2.15 MD - Management Directive 2.16 NLT - No Later Than 2.17 PM - Project Manager 2.18 PWS - Performance Work Statement 2.19 TMS -Tactical Management System 2.20 UCP - Universal Comms Processor 2.21 USCG - United States Coast Guard 3.0 GOVERNMENT FURNISHED PROPERTY (GFP). The Government can provide, upon contractor request (in proposal), up to ten (10) Sun Unix workstation (including monitor, keyboard and mouse), or equivalent at government discretion. Workstations will be provided to Contractor within five (5) business days prior to course convening date for installation (physical and software), connection, etc., by Contractor. Workstation will have minimum of 650MHz processor, 512MB RAM, CDROM drive and an Ethernet network interface. If contractor proposal requests GFP, as described in PWS, the Contractor shall use the GFP in the performance of this PWS only. Contractor shall provide and will be held accountable for the safety and security of the GFP. Contractor shall be responsible for packaging, shipping and returning all GFP in good working condition, subject to normal wear and tear NLT three (3) business days after course completion date. 4.0 CONTRACTOR FURNISHED PROPERTY. The Contractor shall furnish all facilities, document materials (hard and electronic copies of: curriculum, textbooks, class notes, tests, etc.), equipment (hardware, including but not limited to workstations, LAN, etc., and software, including but not limited to Solaris 8 operating system for all workstations, COE media for all workstations, etc.), equipment installation (including government property) and services necessary to fulfill the requirements of this PWS, except for the GFP specified in PWS 3.0. 5.0 REQUIREMENTS. The Contractor shall provide COE training support services for C2CEN government personnel, maximum of fifteen (15), as described in this PWS. 5.1 The Contractor shall provide formal training for all levels of COE. The contractor shall include development of alternative training scenarios, appropriate training approaches, preparation of training plans, development of training curriculum and materials to take a person with little or no knowledge of COE and train to be able to conduct COE 4.x: Installation, APM Profile & User Account, and TMS/UCP Configuration; COE Segmentation; ICSF Operations, installation/security, workstation configuration, UCP Communications, Mapping, Tools; Track Management, Plot Controls, Overlays; COE System and Security Administration, APM Administrative Domains. 6.0 REFERENCES. (All COMDTINST referenced can be found at: http://www.uscg.mil/ccs/cit/cim/directives/welcome.htm) 6.1 COMDTINST M5510.24 "Operations Security (OPSEC) Program". 6.2 DHS MD11042.1 "Safeguarding Sensitive but Unclassified Information". 7.0 EVALUATION FACTORS FOR AWARD. The government reserves the right to make award based on best value to the government. 7.1 Experience: A minimum of 3 years experience, as evidenced in key personnel resumes, in planning and executing COE training as required in this PWS. 7.2 Submittals: 7.2 .1 Contractor proposed furnished: property, training curriculum and training materials (including but not limited to (both hard copy and electronic format) course handbook, a resource CDROM (with briefings, documentation, exercise solutions, sample code), certificate of completion etc.), etc.). 7.2 .2 Contractor proposed training: facility and start date(s). 7.3 Price: Best value to the Government. The provisions at 52.212-1 instructions to Offers-Commercial, 52.121-3 Offeror Representations and Certifications ? Commercial Items and 52.212-4 Contract Terms and Conditions-Commercial Items apply to this acquisition. Clauses 52.212-5 Contract Terms and conditions required to implement Statues or Executive Orders-Commercial items, applies to this acquisition and a statement regarding which, if any of the additional FAR clauses cited in the clause are applicable to the acquisition, including the following FAR clauses incorporated by reference: 52.225-3 Items (Jan 2005)(1). The government intends to award a contract resulting from this solicitation to the responsible bidder quote conforming to the solicitation which will be most advantageous to the Government, price and other factors considered. The following factors, as described above para 7.0 may be used to evaluate offers: The trainers experience (3 yrs) in planning and executing COE training, Training curriculum, price and other factors, e. g. technical, past performance and quality. The procurement is being conducted under simplified acquisition procedures FAR part 13. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc. but must include the following information: (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (4) Terms of any express warranty; (5) Unit price, availability, estimated delivery date and any discount terms; (6) "Remit to" address, if different than mailing address; (7) Company Tax Information Number and DUNS Number. The following Homeland Security Acquisition Regulations (HSAR) are incorporated as addenda to this solicitation: HSAR 3052.209-70 Prohibition on Contracts with Corporate Expatriates (Dec 2003); HSAR clause 3052.211-90 Bar Coding Requirements (Dec 2003); HSAR clause 3052.213-90 Evaluation Factor for Coast Guard Performance of Bar Coding Requirement (Dec 2003).
