Description
The Federal Bureau of Prisons (BOP) anticipates award of a Firm-fixed price, performance based contract with a three year base and up to seven one-year award terms for the provision of Residential Reentry Center (RRC) services for male and female Federal offenders located in Macon, Georgia (Bibb County). It is up to the prospective contractor to propose how they provide the RRC services which include care, custody, control, accountability, and treatment, including subsistence in the operation of the RRC while following the guidelines as stated in the Performance Work Statement (PWS). The RRC must be able to accommodate 50 (47 male and 3 female) inmate bed spaces for the three-year base period and for each seven one-year award terms beginning with award term #1 of 52 inmate bed spaces and increasing to 66 inmate bed spaces for award term #7 (contractor can earn as incentive). The requirements are as follows: Base Year, 11/1/07 - 10/31/10 - 54,800 inmate days; Award Term #1, 11/1/10 - 10/31/11 - 18,980 inmate days; Award Term #2, 11/1/11 - 10/31/12 - 19,764 inmate days; Award Term #3, 11/1/12 - 10/31/13 - 20,440 inmate days; Award Term #4, 11/1/13 - 10/31/14 - 21,170 inmate days; Award Term #5, 11/1/14 - 10/31/15 - 22,265 inmate days; Award Term #6, 11/1/15 - 10/31/16 - 23,058 inmate days; Award Term #7, 11/1/16 - 3/31/17 - 24,090 inmate days. Award Terms are earned based on the contractor evaluation rating. At the end of the second and third year of the contract, the contractor must have a rating of ?Acceptable? and above to earn Award Terms 1 & 2. In order to be awarded each of the last five one year Award Terms, the contractor must receive a Contractor Evaluation rating of ?Very Good? for the evaluation periods ending the fourth, fifth, sixth, seventh, and eighth contract years. The solicitation will be available on or about December 13, 2006, and will be distributed solely through the General Services Administration?s Federal Business Opportunities web site at http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date of RFP: 200-0950-SE will be on or about February 13, 2007. All responsible sources may submit a proposal which will be considered by this agency. No collect calls will be accepted. No telephone requests or written requests for solicitation will be accepted. FAITH-BASED AND COMMUNITY-BASED ORGANIZATIONS Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.
