- The Federal Aviation Administration (FAA) has a requirement to procure twenty (20) moving target simulators (MTS), SierraCom part number G432082-1. The MTS is a subsystem of the Terminal Doppler Weather Radar (TDWR) consisting of a weather-tight electronics box attached to a parabolic reflector, a feed assembly and mount assembly. The MTS is intended for use as a calibration standard for the TDWR. The MTS provides a simulated weather target cross-section that allows the TDWR system to meet calibration requirements and perform a self-check to determine out-of-tolerance faults. A one-time firm, fixed price contract is anticipated to accomplish this procurement. These moving target simulators are only known to be available from Microwave Engineering Corporation, North Andover, MA, because they own the complete drawing package for these items that were originally designed and manufactured by SierraCom. The Government does not have the test capability, evaluation criteria, or technical documentation available to allow other sources to manufacture these items. To receive consideration as a potential source, any other concern must provide in writing a complete set of system specification drawings, all required standards and testing specifications, test plans, part lists, and proof of rights to use the data. Statements that data will be obtained or that specifications or drawings will be developed are not acceptable. Documentation must be received by the FAA, NAS Contracting Team (AMQ-210), 6500 S. MacArthur Boulevard, P.O. Box 25082, Oklahoma City, Oklahoma 73125, no later than 2:00 p.m. CST, December 4, 2006. Hand-carried responses (or responses sent by overnight delivery) shall be delivered to Room 313 of the Multi-Purpose Building located at 6500 South MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Responses must be sealed and labeled as follows: Connie Houpt, Market Survey No. DTFAAC-07-R-51165; due 2:00 p.m. CST, December 4, 2006. Documentation must include name and telephone number of a point of contact. Only those responses providing the required documentation in response to this market survey will be considered prior to further acquisition action by the Government. Any information received as a result of this announcement will not be provided to other contractors and will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The final determination by the Government not to open this requirement to competition, based on any information provided, is solely within the discretion of the Government.
