- The United States Fish and Wildlife Service, Region 1 plans to award using other than full and open competition to EREMICO Biological Services, 211 Snow Street, Weldon, CA 93283-9544, for Inyo California Towhee Survey. EREMICO is the only contractor permitted to enter NAWS and possesses a recovery permit from the FWS to survey for the federally threatened Inyo California Towhee (Pipilo crissalis eremophilus). The survey will have two main areas of focus, a population survey and water source survey. EREMICO will conduct both components concurrently. The Naval Air Weapons Station China Lake is the land manager responsible for monitoring the Inyo California Towhee and managing its recovery efforts within its boundaries. EREMICO Biological Services collected previous data regarding the Inyo California Towhee and developed the survey protocol for the Inyo California Towhee in coordination with the FWS. Additionally, EREMICO has permission to enter NAWS, possesses the only recovery permit for this species, and will keep results standardized throughout the species range.
