- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. The Government will procure refurbishment of two Advanced SEAL Delivery System (ASDS) emergency batteries to the latest approved physical and electrical configuration IAW the SOW and NAVSEA Drawing #5793519. This will be a firm-fixed price contract. Shipment shall be FOB destination SDVT-1 Pearl City, HI. Inspection/acceptance shall be at origin. This procurement is not for a commercial item and FAR Part 12 procedures will not be used. See note 26. The applicable NAICS Classification is 335912 and the size standard is 500. The solicitation is expected to be issued on or about 121 November 2006 and expected to close on or about 21 December 2006. The Navy intends to solicit and negotiate this contract on a sole-source basis with Satcon, Applied technology, Inc., Boston, MA, based on FAR 6.302-1, only one source capable of meeting the Government?s requirements.
