- This requirement is in support of the Naval Undersea Warfare Center, Division Keyport. The solicitation number for this requirement issued as a request for proposal is N00253-07-R-0009. The NUWC Keyport has a requirement for the following non-commercial items: Coupling Covers, and Endcaps with tooling in accordance with drawing 4678501 REV D and the associated drawings in accordance with NAVSEA drawings and detailed specifications*. The applicable NAICS code for this requirement is 332999 and will be a small business set aside and has a size standard of 500 employees. Offers shall be FOB Destination to NUWC Keyport, WA 98345-7610. The solicitation will be available for download on or around 8 Dec. 2006. Contractors shall ensure current registration in the DoD Central Contractor Registration database (http://www.ccr.gov). A bidders list will not be maintained by this office, no paper copies of these RFP/amendments will be mailed. After downloading the solicitation, firm s interested in submitting quotes must complete. The RFP (request for proposal) will be posted electronically on the NECO and FED BIZ OPPS websites. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from these websites and to frequently monitor the sites for any amendments to the RFP. No telephone or fax requests for the RFP package will be accepted. An email request to burrism@kpt.nuwc.navy.mil will be accepted in the event an offeror experiences problems downloading the RFP from the websites. RFP (solicitation package) is posted on the Navy Electronic Commerce Online (NECO) web link at www.neco.navy.mil and is also available for download at http://www.fedbizopps.gov/. Drawings Referenced in this Solicitation are restricted by the Arms Export Control Act and are ONLY available to vendors/contractors appointed Data Custodian that is registered with DLIS (Defense Logistics Info Svc Joint Certification Program (JCP). Vendor?s/Contractor?s Data Custodian?s that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/ or by phone at 888 352-9333. Numbered Note 8 Applies Restricted Drawings and Technical Information are only available on the secure website known as Federal Technical Data Solutions (FedTeDS). The link to the drawings on FedTeDS will be provided with the solicitation. FedTeDS is designed to safeguard sensitive, but unclassified (SBU) acquisition information and is fully integrated with other electronic government initiatives such as NECO and the Central Contractor Registration (CCR) database. To obtain information from FedTeDS, vendor/contractor must be Central Contractor Registered (CCR), have a Marketing Partner Identification Number (MPIN) and the appointed Data Custodian must be FedTeDS registered. Registration instructions can be found on the FedTeDS website, (https://www.fedteds.gov) by clicking on the "Register with FedTeDS" hyperlink then select the option ?Begin Vendor/Contractor Registration Process? Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same. Any questions or requests for drawings should be submitted in writing via fax at (360) 396-7036 or e-mailed to burrism@kpt.nuwc.navy.mil After downloading the solicitation, firms interested in submitting quotes must: (1) complete the pricing, (2) complete all representations and certifications found in the solicitation. *The following drawings referenced in CLINS 0001, 0002, 0003 and 0004 are Arms Export Controlled: drawing 4678501 REV D and all associated drawings and specifications provided. Only vendors that are registered with the DOD, Joint Certification Program and provide a completed DD Form 2345, Military Critical Technical Data Agreement are eligible to receive copies of the drawings. The Export Controlled Drawings will be provided under separate cover in accorda nce with the requirements stated in ?Instructions for Obtaining Export-Controlled Technical Data? and completion of Form DD 2345, Military Critical Technical Data Agreement.
