- Solicitation # HSCGG8-07-Q-PBJ001 (HAZWOPER) TRAIN THE TRAINER COURSE Questions & Answers 1. Is it possible for the Government to provide a tentative date of award and start ?up date? An award will be made after all proposals have been evaluated. 2. Page 2 of 4, Deliverable Product: It states that the contractor will determine location and fund the training classroom and under General Conditions it states that the Government will provide classroom space and AV equipment at the location specified. Please clarify who is responsible for selecting locations and funding. Are there any restrictions as to geographical locations? The USCG will not provide meeting space for this contract. Geographic restriction includes a suitable lodging facility nearby with gov?t per-diem rates available. 3. Hazmat Equipment: Will the Coast Guard provide specialized Hazmat Equipment? NO 4. Page 2 of 4 General Conditions ? Train-the-Trainer Curriculum: If a specific HTC Train-the-Trainer curriculum does not exist, is it acceptable to the Coast Guard to modify an existing Operational Train-the-Trainer Course that the Company has developed? Provide any such modifications in the proposal for evaluation. 5. Deliverable Product: "Contractor will determine the location of the training and will fund the training classroom." General Conditions: "The government will provide classroom space and necessary audiovisual equipment at the location specified above." QUESTION: Which of the above statements applies? Please clarify. QUESTION: If you supply the classroom space, what are the locations (i.e., city/state)? General Conditions statement applies. USCG will not provide location for this contract. 6. Is this procurement in support of a new program, or is it a follow-on to other current training programs? If the latter, does USCG have a current training contractor? It is an existing program and there was a previous contractor 7. Has USCG determined a contract value for this project? Yes. 8. What is the anticipated period of performance for this procurement? All classes are to be concluded prior to end of CG FY 2007 9. Given the 11/20 deadline for submission of questions, the Thanksgiving holiday (11/23), and the 11/27 deadline for proposal submission, does USCG project a timeframe for potential contractors to receive responses to questions regarding this procurement? The date after questions is due. 10. How will responses to questions be distributed (e.g., through an amendment posted on the CCR) to interested contractors? IT WILL BE AN AMENDMENT TO THE SOLICITATION IN FBO. 11. Does the 20-page limit include resumes for key personnel? YES. 12. Should the cost proposal be submitted as a separate, stand-alone, document, or as a section of the technical proposal? No. 13. If included in the technical proposal, is the cost proposal part of the 20-page limit? Yes. 14. Will bidders be allowed to include an Appendix (that is not included in the 20-page limit) with resumes and copies of relevant certifications for proposed staff? 20 pages or less. 15. In the ?How to Respond? section, proposed offerors are instructed that they ?must submit? an original and one copy of their proposal. However, that section also stipulates that ?electronic transmissions?are acceptable.? Please clarify. Electronic transmissions are acceptable. 16. In addition to the information included in the ?How to Respond? section, does USCG require any additional documentation that should be included in the cost proposal? Break down in cost. 17. In the Statement of Work, the class size is shown as ?30 students.? However, in the ?Deliverable Product? section, class size is listed as ?35 students.? Furthermore, under ?General Conditions,? offerors are advised, ?At least two persons will provide instruction for the course with a maximum of 12 students per instructor?? Please clarify the number of students per training session, as well as the number of instructors required. The class size is expected to be 35. A min of 2 instructors are required for each class. 18. Under ?Statement of Work,? course locations are listed as ?various.? Should potential offerors assume that the proposed four classes (each of which will delivered in 4 days over 30 hours) will be conducted in geographically dispersed locations throughout the contiguous U.S., or has the USCG determined potential sites/locales for the four classes? Locations are not set or required to be dispersed. 19. Under ?Statement of Work, Deliverable Product,? bidders are advised that the ?contractor will determine the location of the training and will fund the training classroom.? However, under ?General Conditions,? bidders are instructed that the ?government will provide classroom space and necessary audiovisual equipment at the location specified above.? Please clarify if the contractor will be responsible for covering the cost of training facilities and audiovisual equipment. Cost of training facilities and av should be included in the bid as the USCG will not provide them. 20. Will the contractor or the USCG be responsible for furnishing requisite equipment/PPE for use during the function-based/hands-on components of the training course? Contractor to provide need equipment. 21. Will USCG provide an already-developed HTC, or will the contractor be responsible for delivering its own Hazwoper Training Curriculum, modified for the USCG? HTC is available at http://www.uscg.mil/safety/emergency_response.htm 22. Does USCG prefer that the four iterations of the training be conducted simultaneously (in four different geographic locales), or sequentially? Sequentially throughout the FY. 23. Will you be providing a curriculum prior to the class, or do you want that to be provided by training company? The train the trainer portion is provided by the company 24. Will there be materials for practicals provided on-site or do you require them to be provided by training company? Location and material are to be included in the bid 25. Are the locations for training all located stateside? If so, are there multiple locations and can those be provided? Locations to be provided by the contractor. All should be stateside 26. Traveling to any site the government chooses is not a problem, however we need clarification as to whether the government chooses the site or we choose it? Locations to be selected by the contractor, but approved by the USCG after verifying lodging availability at gov?t per diem rates. 27. Will the government provide the classroom space or do we have to obtain it? Contractor to provide 28. Will the USCG supply the curriculum master (Instructor Guide and Student Manual) or do we have to develop the material? (we understand that we are responsible for supplying the student manuals, instructor guides, CD?s and ERG?s) HTC will be provided. Train the trainer portion is Contractor provided. 29. The solicitation says that it is the responsibility of the contractor to determine the locations; does the USCG have any preference to where the training should be located? CG requires lodging available at Per-diem 30. The solicitation states that the class size is 35 but can be expanded, what is the MAX class size that we can expect for the classes? (This drives the number of instructors and material) Expect 35. Only will fluctuate by 1-2 people. 31. Does the USCG have a preference for the dates of the classes? Non consecutive weeks. 32. Could you either send me or tell me where we may obtain a copy of the existing Coast Guard HAZWOPER Training Curriculum (HTC). http://www.uscg.mil/safety/emergency_response.htm 33. Instructors qualified to serve as train-the-trainer instructors, but have no paper certification to show they have ?instructor certification training.? Does this disqualify us from being considered for this contract or would we be considered as a competitor and continue with our proposal? Provide proof of qualification so that a determination/ waiver may be considered. 34. While I meet the requirement for the Train the Trainer program I and NOT and Emergency Response Subject Matter Expert. Does the solicitation allow me to submit a proposal for only certain sections? NO 35. One of the requirements for the subject solicitation is that the contractor furnish each student printed set of the Coast Guard?s Hazwoper Training Curriculum (HTC)-broken down into Awareness, Operations, and Functional-based Electives binders. Is this something that the government will furnish to the contractor, or is it available on line for the contractor? That which is not available at http://www.uscg.mil/safety/emergency_response.htm Will be provided 36. Is there any particular location you would like the classes taught or different locations around the country? NO preference 37. What is the time frame the classes need to be completed by? Prior to end of CG FY07 38. Will the Coast Guard provide any policies or other documentation on there current hazardous material response. Yes, all required will be provided after award. 39. How many 4 day classes are you requesting? 4 40. Training will be provided in DC area or other areas? Location is not dictated by this contract 41. When are the courses to be delivered? Various, prior to end of CG FY07 42. What is the end date? Of what? 43. Will you waive the requirement for 10 previous HAZWOPER Trainer Certification courses in lieu of other relevant experience and qualifications? It will be considered, but viewed as a disadvantage. 44. Will the training be at a government provided facility, and will that be in Washington DC? No. I was not certain, at one point thinking the contractor was to determine the location and to fund the training classroom; and yet noting that it looked like the government would provide classroom space and that it would be in Washington DC. Please clarify. Contractor to provide training facilities and equipment 45. Is the Firm Fixed-Price to be one price including all four classes, or to be submitted as a per class price only? Per class price. 46. Will there indeed be four runnings of the class, or is that not for certain? In other words, could it be just one, or two, or perhaps three classes? There will be 4 classes scheduled. Completion of each class is subject to student and operational commitments.
