Description
IMPORTANT NOTICE: ALL questions and responses to this Sources Sought Notice MUST be directed IN WRITING to Mr. Bill Peters, Source Selection Officer, at email wepeter@sandia.gov. PHONE INQUIRIES CAN NOT BE ACCEPTED. SCOPE: Sandia National Laboratories (SNL) in Albuquerque, New Mexico is a multi-program laboratory operated by Sandia Corporation, a Lockheed Martin company, for the United States National Nuclear Security Administration (NNSA)/Department of Energy (DOE). Sandia intends to contract for services in support of technical and administrative operations of the Z Machine, an advanced pulsed power accelerator, as part of its Pulsed Power Sciences Program. The high temperatures and intense power levels of the Z Machine enable Sandia to perform its mission in the study of high-energy density physics and in testing survivability issues related to the U.S. nuclear stockpile. The Z Machine operates in an environment where radioactive materials are present and ionizing radiation is produced. This environment requires compliance with all applicable government and Sandia National Laboratories? requirements to ensure worker safety and protection of the environment. The scope of the Z Machine Operations encompasses the entire range of pulsed power related operations and maintenance of government-owned and Sandia-controlled equipment and facilities that include: 1. Oil and water tanks, compressed gas, vacuum, power and other pulsed power facilities 2. Pulsed-power accelerators, experimental chambers, and output loads, including those related to Z Machine, Z Beamlet and Petawatt laser (Class IV) 3. Signal cabling and control systems, control/monitoring facilities and 4. Machine shops At this time, Sandia is only requesting expressions of interest. The Firms judged as meeting the mandatory requirements as stated below will be sent a Request for Quotation (RFQ). The contract will be on a Cost Plus Fixed Fee/Award Fee basis. Currently a contract firm provides approximately 64 Full Time Equivalent personnel (FTE) in support of Z Operations. The current workforce, including management, consists of about 10% engineers and 90% technicians. In the future, subject to availability of funds and program needs, the contractor may be required to maintain the Z Machine on a 24 hours per day, 7 day a week schedule in order to provide a facility able to meet US government operational and safety requirements. This expanded schedule may entail the contractor providing additional FTEs above the current workforce levels. The contractor shall provide these operational services as directed by the Pulsed Power Sciences Program Sandia Delegated Representative (SDR) to contractor management personnel and shall deliver results as requested. In addition to providing direction to its contractor workforce, the contractor shall be responsible for recruiting, selecting, hiring, training, technical and personnel management, including termination of contract personnel. The contractor shall provide personnel to support Z Operations in the following areas: A. Machine operations and maintenance B Supporting Technologies (including, for example, data acquisition, control systems and engineering design and drafting) Sandia National Laboratories will determine the feasibility of a Small Business Set-aside based on reviewing contractor?s responses. The applicable NAICS code is 541710. Mandatory Requirements for this Request for Interest: 1. Firms shall provide evidence of their demonstrated experience and ability to operate and manage facilities and equipment comparable to those described above. 2. Firms shall provide evidence of their demonstrated experience and ability to manage and provide a workforce in a compliance-based, regulatory-driven environment as described above. Firms shall be Foreign Ownership, Control and Influence (FOCI) cleared and provide a CAGE Code with the response. Evidence of existing contractor pre-screening of new hire employees is required to ensure that only personnel with the greatest potential for obtaining a security clearance are proposed. 3. Firms shall provide evidence of their ability to supply timely weekly billings by individual for up to 64 FTE?s. This billings system must tie to the firm?s accounting system. 4. Firms shall provide evidence of an accounting system suitable for Govt. funded Cost Type Contracts. This system must include the ability to track and segregate costs by project by direct cost vs. indirect cost. This system must have the ability to calculate indirect rates by company fiscal year. Format for the response to the Request for Interest (RFI): Furnish your response electronically to wepeter@sandia.gov by 3pm MST on December 8, 2006: The response must not exceed one (1) page. The response shall contain enough information to verify adherence to the requirements stated in this Sources Sought Notice. Please clearly identify the capabilities your company will bring to teaming with Sandia National Laboratories management and staff in the Pulsed Power Sciences Program and demonstrate how you meet the mandatory requirements, for ease of review. You must address each requirement listed under "Mandatory Requirements" above.
