- W15P7T-07-R-C006 SYNOPSIS The United States Army Communications Electronics Life Cycle Management Command (C-E LCMC) intends to award a Firm-Fixed Price (FFP), 3 year Indefinite Delivery, Indefinite Quantity (IDIQ) type contract for Rotor Assembly, NSN 6115-01-467-5850; for the 60 kilowatt (KW) MEP-806B Tactical Quiet Generator (TQG). The proposed IDIQ action will be for a maximum quantity of 300 units of the Rotor Assembly over the three year life of the contract. This is an invitation for bid (IFB) through a reverse auction (R A) and the solicitation number assigned is W15P7T-07-R-C006. The solicitation will include all the instructions on how the Reverse Auction will be evaluated. Furthermore, the solicitation will give instructions as to how each contractor can receive an ID and Password for the Reverse Auction. Early Delivery at no additional cost to the Government is encouraged. Shipments are to be FOB Destination with Inspection/Acceptance at Source. The items will be shipped to New Cumberland Facility, New Cumberland, PA. Items on the contract will be ordered by individual delivery orders. Each delivery order will set forth all of the requirements, delivery schedules, shipping instructions, and the applicable price. Currently there are four known sources for this item: Marathon Electric Manufacturing Corporation; L-3 Communications Westwood Corporation; Engineered Electric Company and AFCON Products, Incorporated. Detailed technical data for the manufacture or acceptance of these units is not available from the Army. The Government will consider parts from other sources that have the same form, fit, and function as the required parts. Alternate parts would have to pass extensive performance and qualifications testing to ensure the parts meet the Militarys requiremen ts, the cost of which would be considered in the acquisition decision. Successful suppliers may be required to warrant that the item supplied will satisfactorily perform when used for the purpose intended by the Army. Perspective offerors are requested t o validate bids for at least 90 days after the completion of the Reverse Auction. The U.S. Army C-E LCMC has established the Interactive Business Opportunities Page (IBOP) website as part of the Armys Single Face to Industry (ASFI) to allow electronic posting of Solicitation for Request for Proposals (RFPs ), Request for Quotations (R FQs), and Invitation for Bids (IFBs) from C-E LCMC to industry. All parties interested in doing business with C-E LCMC are invited to access, operate, send and receive information from the IBOP at https://abop.monmouth.army.mil. All responsible sources may submit a proposal, which will be considered by the agency. The response date specified in the Solicitation shall override the response date specified in this Pre-Solicitation Notice.
