Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. This announcement is to solicit interest for the establishment of a Blanket Purchase Agreement (BPA). This requirement is 100% set aside for small business concerns under NAICS 238210. The BPA duration will be 1-year and may be extended a t 1-year increments not to exceed 5 years. Establishment of a BPA does not imply any agreement by the Government to place future contracts or orders with the BPA holder. The Government makes no representation as to the number of calls or actual amount of work to be ordered. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-12. The USACE, Vicksburg District, Mat Sinking Unit has a need a for services of inspecting and/or pumping o f high voltage manholes. The work to be done under these specifications consists of furnishing all labor, materials, equipment, tools, etc., and executing the work called for herein for to inspect and/or pump 7 high voltage manholes and perform other elect rical repairs if deem necessary by the Government personnel authorizing the call. Services will be provided at the Repair and Supply Base 2449 Haining Road Vicksburg, Mississippi. Inspection Manholes: An inspection of all electrical manholes will be made on a biweekly basis the contractor will provide a detailed inspection worksheet on each trip. The contractor will inspect the manholes in according to the National Electrical Code and the U.S. Army Corps of Engineers Safety and Health Requirement Manual (E M 385-1). Pumping of Manholes and other Electrical Repairs: After inspecting the manholes the contractor will determine if the manhole needs to be pump out, a depth measurement will be needed to determine this. The contractor will sometime be call to provi de electrical repairs that cannot performed by the Hire Labor Work Force such as underground wiring, utility pole installation, street lights installation, outside and inside building lights installation and repairs. Period of Contract: This BPA period is one year from issue date up to five years. No calls will exceed the amount of $ 2,500.00. The aggregate amount cannot exceed $100,000.00. ALL QUOTES ARE TO BE IN ACCORDANCE WITH THE SPECIFICATIONS. Responses to this announcement must include pricing information and past performance information to include contact names, addresses, phone numbers, contract numbers as well as a description of the supplies/services provided. All responsible small business concerns may submit an offer, which if submitted timely, will be considered. FAR Provision 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Evaluation factors are pricing schedule and past performance. These evaluation factors will be evaluated in accordance with Clause 52.212-2 Evaluation -Commercial I tems. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with this offer. The Clause 52.212-4, Contract Terms and Conditions, applies to this acquisition. The Clause at 52.21 2-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition.
