Description
Small business sources are sought as potential offerors on the following requirement. Qualified small businesses are asked to contact Ms. Jamie Filler, jamie.filler@navy.mil, NLT 1300 hours on 04 Dec. 2006. A formal solicitation will subsequently be issued. STATEMENT OF REQUIREMENT Provide twelve Simplified Voyage Data Recorder Systems, JRC JOY-1850 or equal. Simplified Voyage Data Recorder (S-VDR). The S-VDR shall be IMO compliant and approved by a recognized Classification Society. The S-VDR shall be approved for the design characteristics of the vessels bridge deck level (i.e. Open Bridge Deck (exposed bridge wings) or Enclosed Bridge Deck as applicable. The contractor shall provide the additional inputs beyond IMO's minimum requirement for S-VDR's and outlined below. The S-VDR shall meet these additional MSC requirements in the material procurement specification. These additional requirements go beyond those specified by IMO and IEC and are specific to MSC operational needs: (a) The S-VDR will be connected to the Automatic Identification System (AIS). The system shall have a port for this connection. (b) The S-VDR shall be a Modular Design (c) The S-VDR shall be provided with USB port(s) for connection of external PC for review of stored data or download of the archived data to a Remote Storage device. (d) The S-VDR shall provide audio pick ups (microphones) at all locations as outlined in IEC 61996-2, paragraph 3 inclusive. Additionally, the S-VDR shall provide separate channels for internal and external microphones, to assist in accident investigation and isolate the ambient noise from external microphones during playback. (e) The S-VDR shall be capable of connecting to a minimum of 3 VHF Radios. (f) The S-VDR shall have a minimum of three separate audio channels to separate the internal microphones from the external microphones and the VHF radios from the microphones. (g) The S-VDR shall be sized with at least 16 serial data ports and at least two spare audio channels. For audio inputs, assume 4 internal microphones, 2 external microphone and 3 VHF Radios. (h) The S-VDR shall be provided with a 12 hour fixed data capsule.
