Description
This is a sources sought notice only. No contract will necessarily be awarded based on any information obtained via this notice. The Joint Spectrum Center, Annapolis MD, is seeking possible sources to verify and validate the spectrum scorecard prototype capabilities and attributes methodology for wireless communications, apply the scorecard to at least two systems, assess the completeness of the capabilities and attributes identified within the methodology, and refine the methodology. Spectrum scorecard is a system engineering methodology to promote consideration of spectrum efficiency, effectiveness, and supportability. The Spectrum Scorecard is intended to provide a spectrum efficiency and effectiveness trade-off analysis methodology for program managers. It consists of a detailed description of each of the capabilities and attributes, with explanation as to why they are important and how they relate to spectrum efficiency and effectiveness. These capabilities include frequency management, power management, time management, spatial management, modulation management, payload management, spectrum sensitive networking, and knowledge management. Each of these capabilities comprises a number of attributes. For instance, the attributes for frequency management capability are frequency tuning range, frequency selection, variable bandwidth, and frequency diversity. The POC for technical questions regarding this notice is Serey Thai, Electronic Engineer, (410) 293-9263, serey.thai@jsc.mil
