Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) and the Air Resources Laboratory (ARL) requires temperature, ozone and Quasi Biennal Oscillation monitoring and analysis as detailed in Attachment 1 to this announcement. The Government will not accept partial offers for this requirement. The period of performance is six months beginning January 1, 2007 to June 30, 2007. Award of a Firm Fixed Price Purchase Order will be made based on selection of the offer that presents the best value to the Government based on the evaluation factors of approach, past performance and price. The factors are relatively equal and are listed in order of importance. An adjective rating system will be used to rate the evaluation factors. The adjectives are Outstanding, Excellent, Good, Adequate, Marginal and Unsatisfactory. Simplified acquisition procedures in accordance with Part 13 of the Federal Acquisition Regulation will be used and FAR clause 52.213-4 applies. The following factors shall be used to evaluate offers: (i) approach (ii) past performance, and (iii) price. All interested contractors must be actively registered in the Central Contractor Registration (CCR) database at the CCR website (www.ccr.gov). Responsible sources shall submit a response no later than 12:00 Noon (EST) Wednesday, December 18, 2006 to the Contract Specialist, Shirley L. Johnson, electronically at shirley.l.johnson@noaa.gov, fax to (301) 713-0806 or mailed to DOC/NOAA 1305 East West Highway, Station 7618, Silver Spring, Maryland 20910-3282. The information set forth in this Pre-Solicitation notice is an advance copy of the Request for Quotation (RFQ) that becomes final unless otherwise modified before the due date.
