- Description
- (i) This is a solicitation for commercial bulk water delivery to three (3) United States Customs and Border Protection, Border Patrol, locations within the El Paso Sector. It is being prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information inserted in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. The award is set aside exclusively for small businesses. The term of the contract is one base year (nine months), from January 1, 2007, through September 30, 2007, inclusive. The contract will have four one-year options, for the period October 1, 2007, through September 30, 2011, inclusive. Option years will be awarded based upon satisfactory performance and continued commercially acceptable prices. (a) Offerors are encouraged to bid on all three sites. However, they may bid on one or two sites if all three would present a hardship to delivery operations. CBP will give primary consideration to companies who can service all three sites in a timely manner and within reasonable pricing structures. We will give secondary consideration to companies offering the maximum number of site servicing within reasonable pricing structures. Therefore, more than one firm fixed price contract may be awarded from this RFQ. (ii) Solicitation number HSBP1007Q0951 is issued as a request for quote (RFQ). Offerors are requested to refer to this solicitation number on all correspondence. Submit written quotes using the information below. An MS Excel worksheet (Bulk Water) containing the information below may be requested from the Contract Specialist point of contact (POC). Submission details are noted in item (xiii)(c) below. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13. (iv) This solicitation is set aside for small businesses only. The North American Industry Classification System (NAICS) code is 221310. (v) The combined synopsis/solicitation is for bulk water delivery to the three (3) locations within the El Paso Sector Border Patrol jurisdiction mentioned above. Bulk water is here defined as water that my safely be used for all hygienic purposes (e.g., washing hands, flushing toilets, mopping floors and other surfaces, etc.) but not for human consumption (potable water). There are no other sources of water available at the three sites; thus, bulk water must be trucked to these locations to provide for basic hygienic needs. An MS Word file containing a map of the approximate locations of these sites and an MS Excel file for contract line (CLIN) numbers and descriptions may be requested from the Contract Specialist POC. Site locations are: (a) Alamogordo Checkpoint: Highway 54 South, approximately 10 miles north of Oro Grande, New Mexico, and 30 miles south of Alamogordo, New Mexico. (b) Ysleta Checkpoint: Highway 62/180 in Texas? Hudspeth County near the El Paso County boundary, approximately 20 miles east of El Paso, Texas and approximately 5 miles east of Highway 2775. (c) El Paso Sector Firing Range: Fabens, Texas, at #1 Range Road, approximately 1 mile south of Interstate 10 (Fabens Exit 49) and approximately 30 miles east of El Paso, Texas. (vi) The contractor shall provide all labor, material, and transportation to deliver bulk water to the three above-mentioned sites. Water must be delivered as needed. Frequency of delivery is often predictable but may vary according to weather conditions and scheduled activities. The number of deliveries noted on each line (CLIN) is based on prior demand. Each load of water is based on an approximate 2,200-gallon delivery. If your delivery tank capacity is different from this, please state this in your proposal. (vii) All orders are placed on an as-needed basis. FOB is Destination. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) The provision, 52.212-2, Evaluation: Commercial Items, is not included in this synopsis/solicitation. (x) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, must be submitted with the bid. Offerors may access the clause at www.acqnet.gov/far and print the clause. Or, an MS Word document containing the clause may be requested from the Contract Specialist POC. (xi) The FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The Requirements of this clause include, but are not limited to, such items as invoicing, inspection/acceptance, and payments. Upon award, the contractor must be registered and be current in the Central Contractor Registry (CCR), www.ccr.gov, and must agree to be paid via electronic funds transfer (EFT). (xii) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this contract. Clauses included under this provision are: 52-219-6, Notice of Total Small Business Set-Aside; 52.222-41, Service Contract Act of 1965, As Amended (July 2005); 52.222-43, Fair Labor Standards Act and Service Contract Act-Price Adjustment (Multiple Year and Option Contracts) (May 1988); 52.222-44, Fair Labor Standards Act and Service Contract Act-Price Adjustment (February 2002); and, 52.232-33, Payment By Electronic Funds Transfer-Central Contractor Registration (October 2003).
