- Description
- The VA Medical Center, Asheville, NC, is advertising for a contract for architectural and engineering services as required for site investigation, design development, preliminary drawings, construction drawings, specifications, cost estimates, and construction period services to complete Project 637-05-104, Security Phase I, at the VA Medical Center, Asheville, NC. The design will address urgent security initiatives such as exterior doors, access control, enhanced CCTV system, gate and fence replacement, parking/traffic control and mailroom relocation. Necessary site work will include verifying record drawings, investigating site conditions and analyzing utility systems. Design services will include architect, mechanical, electrical, HVAC, plumbing, fire protection, CIH, and interior design. . This contract will be 100% set-aside for an Emerging Small Business A/E firm. . Eligible firms must be located within a 240-mile radius of VAMC Asheville, NC. The NAICS codes are 541310/541330. The Small Business size standard is $4.5M in annual gross revenues averaged over the past three years. The emerging small business (ESB) size standard is 50% of the Small Business size standard. In order to be eligible for award, firms are required to register at the Central Contractor Registration (CCR) website located at http://www.ccr.gov. A/E selection criteria shall include the following elements (a) through (m), not necessarily listed in order of importance or merit: a) proposed management plan; b) previous experience; c) professional qualifications and background; d) facilities location; e) cost control; f) schedule control; g) estimating effectiveness; h) describe your experience and capabilities in the following areas: value engineering, life cycle analysis, critical path method, fast-track-construction; energy conversation, new energy sources, environmental assessment, specialized experience, computer aided design, drafting and other computer applications; i) describe awards received; j) describe circumstances and outcomes of any litigation you have been involved in over the past five years; and k) indicate type and amount of liability insurance you carry. A/E firms are required to submit Standard Form (SF) 330 (3 copies) to the attention of the Helen Kohler, Contracting Officer, VA Medical Center, 1100 Tunnel Road, Asheville, NC 28805, no later than Friday, December 22, 2006. THIS IS NOT A REQUEST FOR PROPOSAL. No material will be issued and no solicitation packages or bidder/plan holders list will be issued.
