- This is a pre-solicitation notice/synopsis only. This is not a Request for Proposal (RFP). No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of a response to this notice. This acquisition is a follow on to the current sole-source C-17 Airlift, Producibility Enhancement/Performance Improvement (PE/PI) contract currently being performed by Boeing (F33657-01-D-2000). An ID/IQ contract with an ordering period of 5 (five) years is planned. This effort provides for the development of integrated software and hardware upgrades to the Boeing developed C-17 aircraft. Development of system upgrades include correcting existing defects, modifying the system to include new requirements, changing the system to incorporate new requirements, and changing the system to add capability and enhance performance. Boeing has been the sole designer, manufacturer and integrator of the C-17 air vehicle since the programs inception. No data package is available for other contractors. The Government anticipates issuing a solicitation to The Boeing Company on a sole-source basis. The Boeing point of contact for subcontracting possibilities is Anna S. Johnson, 2401 E. Wardlow Road, MC C076-5309, Long Beach, CA 90807-5309, (562) 496-7266. The Government intends to issue a solicitation by approximately March 2007, with contract award approximately November 2007. An Ombudsman has been established for this acquisition. The purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concerns. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman. The Center/MAJCOM ombudsmen is Mr. Stephen J. Notice to foreign owned firms: such firms should be aware that restrictions apply which exclude foreign participation at the prime contractor level. Any subcontracting arrangements shall be handled in accordance with the International Traffic in Arms Regulation (ITAR).
