- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, FE250062680005, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-02. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 451140 and the small business size standard is 6.5 million dollars. The following commercial items are requested in this solicitation; 1. Eight Meyer UM-100P Powered OR EQUAL. Please see below for salient characteristics 2. Four ATA flight cases to hold (2) each of the powered monitor systems OR EQUAL. The following provisions and clauses apply to this acquisition: FAR 52.211-6 Brand Name or Equal. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. FAR 52.212-2 (a)(i)(ii)Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. The clause at FAR 52.224-1, Privacy Act Notification and FAR 52.224-2, Privacy Act; FAR 52.232-33, Payment by Electronic Funds-Central Contractor Registration. The clause at DFARS 252.204-7004, Required Central Contractor Registration; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders; DFARS 252.225- 7001, Buy American Act and Balance of Payment Program. The Government reserves the right to award on a multiple award or an all or none basis. All firms must be registered in the Central Contractor Registration database @ www.ccr.gov and shall be considered for award. Quotes are required to be received no later than 12:00 PM MST, Monday, 4 Dec 2006. Or Equal requirements a. Must have and operating frequency of 60Hz ? 18kHz so soloists and vocalists can hear a full audio spectrum while performing. b. Must have frequency response of 65 Hz to 17 kHz ? 4 dB so soloists and vocalist can hear a full audio spectrum while performing. Any specification less could result in mission failure. c. Must have a phase response of 500 Hz to 16 kHz ? 35?. This specification ensures a wide and constant coverage which is essential because stage dimensions are different at every venue. d. Must have a dynamic range of >110 dB. This specification must be met or exceeded because the powered monitor must be able to produce enough loudness for soloists and vocalists to hear themselves over the live band. e. Must have a 12? cone driver with a nominal impedance 2? and power handling capability of 400W. This specification is required so that full mid range and low range frequencies can be heard with enough power to be loud enough. f. Must have a 3? compression driver with a nominal impedance of 16? and power handling capability of 100W. This specification must be met to ensure smooth and clear high frequency and loudness. The 3? driver is also required for intelligibility. g. Must have a built-in two channel complimentary MOSFET output stage class AB bridged amplifier. This type of amplifier is necessary for bi-amplification of the two speaker transducers to offer the clarity and coverage needed for soloists and vocalists. h. Must have a load capacity of 2? for low channel and 16? for the high channel. i. Must have automatic voltage selection with a continuous range from 90 ? 265 VAC. This specification is required so the powered monitor may be used in world wide locations and in venues with sub-standard electrical sources. j. Must have female XLR input with male XLR loop output. This is required to match current equipment. Without these connections, additional equipment would be required. k. Must have a common mode RF filter at 425kHz and a differential mode RF filter at 142kHz. This specification is required to reduce RD interference that is common in many of our performance venues. 1.
