Description
I. INTRODUCTION. A. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12.6 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. B. The combined synopsis and Request for Quotation (RFQ) number is: TARRES00807 C. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09, effective 19 MAY 06 D. The North American Industrial Code System (NAICS) code applicable to this acquisition is 334516, with a number of employee standard size of 500 for small business qualification. E. Basis for award  The US Army Tank Automotive and Armaments Command intends to negotiate solely with ICX Nomadics, CAGE Code 02UV3. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals rece ived within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed con tract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. II. GENERAL. A. The United States Army Tank and Automotive Research, Development and Engineering Center (TARDEC) in Warren, Michigan has a requirement for the following device; Portable device that is capable of decting explosives. Machine contains ultra-sensitive detection device that can pick up explosive vapors and particles at levels as low as a few femtograms or a few quadrillionths of a gram. The the device should f unction in two modes: the vapor phase and particle phase. When screening in the vapor phase, for example, users can run the device along the seam of a backpack, and it will pick up the scent of explosives immediately. If an object is screened in the partic le phase, the device is swiped along the surface, attempting to pick up any contamination from an explosive inside. The device is suitable for handheld, bench-top and robot-mounted applications and displays screening results in bar-graph format on an LCD s creen with an optional audio signal. B. Submittal Instructions. Quotations shall be submitted electronically to loyd.beal@tacom.army.mil . Quotations shall be in English (American Standard) language and denominated in U.S. dollars. Quotations shall also include shipping (FOB Destination) and delivery schedule (requested delivery within 14 days after award). In the event that we select your quotation for award, we will send out a contract incorporating the above terms & conditions, and particulars of your quotation. TACOM reserves the right to seek clarification on any aspect of your quotation. C. This acquisition is unrated under the Defense Priorities and Allocations System (DPAS). D. Quotations must be received by TACOM no later than 1:00 P.M EST, 01 December 2006. Email quotations to loyd.beal@tacom.army.mil .
